Description
The Department of Veterans Affairs, Network Contracting Office 15 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Pass Security L.L.C. located: 15 Executive Drive, Suite 6, Fairview Heights, IL 62208. These are follow-on services to complete a security system that is currently in use. Pass Security L.L.C. will install the St. Louis VA Medical Center s Police Services department with T1 fiberoptic communication line/ lines needed to conduct proper police functions in accordance with Office of Security and Law Enforcement (OS&LE) guidelines. Contractor will provide lines, equipment, upgrades, and software. By having Pass Security complete the installation this will eliminate multiple contracts for software and other technical support with different companies. VAMC site: St. Louis VA Medical Center Jefferson Barracks 1 Jefferson Barracks Dr. St. Louis, MO 63125-4199 The NAICS code is 561621 with a size standard of $22.0 Million. The solicitation number is 36C25524Q0526. This action will result in a Firm-Fixed Price contract with a period of performance of twelve (12) month Base year plus four (4) option years. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT August 16, 2024, at 12:00 PM CST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement, 36C25524Q0526 Notice of Intent in the subject line of the email. If after August 16, 2024, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Pass Security L.L.C. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. INTRODUCTION Due to high demands of our Security Monitoring Systems at the Saint Louis Veterans Affairs Hospital John Cochran (JC) and Jefferson Barracks (JB). It is imperative that we acquire this upgrade for our service as we continue to add and expand our security posture in accordance with 0730 section B. These issues greatly impact crime monitoring/reporting as well as compromising patient and staff safety. SCOPE of WORK Task1: Contract Requirements Subtask 1.0: Specific Locations: Duress buttons needed: Single-user Lactation Space: JB Bldg. One (1), First Floor, Rm C108a. Multi-user Lactation Space: JB Bldg. One (1), Third Floor, Rm 3C15. Single-user Lactation Space: JB Bldg. 53, Basement, Rm 40. PIV Access Readers needed: Single-user Lactation Space: JB Bldg. One (1), First Floor, Rm C108a. Multi-user Lactation Space: JB Bldg. One (1), Third Floor, Rm 3C15. Single-user Lactation Space: JB Bldg. 53, Basement, Rm 40. Single-user Lactation Space: JC Bldg. One (1), Eighth Floor, Rm A834. SCOPE OF SERVICES Task 1: Project Management Subtask 1.1: Install Wall mounted Duress Buttons in Jefferson Barracks Building 1 lactation rooms 3C15, C108A, and A834. Subtask 1.2: Install PIV readers in Jefferson Barracks Building 1 lactation room 3C15 with maglock. Subtask 1.3: Install Camera and PIV reader at Jefferson Barracks Building Smoke Shack next to building 55. Subtask 1.4 PIV reader repairs for Jefferson Barracks Building 57 readers 1B-135D, and C1-Subtask 1.5: Install Wall mounted Duress Button in Jefferson Barracks Building 53 room GN40. Subtask 1.1: 1. Contractor will add furnish and install duress buttons in JB building 1 lactation rooms 3C15, C108A, and A834. A wall mounted button will be installed in the room, and it will report wirelessly into the PACS System. Lactation Room 3C15 the maglock will be installed on the corridor side of the door. (Optional to install with a Z-bracket on the secure side of the door). Wiremold will be installed on the inside of the room due to wall construction. The existing deadbolt will be left in place to allow the occupant to restrict other authorized cardholders while they are using the space. VA to replace/modify the existing lockset to perform a passage function. VA to provide the wire. Door will be wired to a 3C14A IStar on reader port 6. Subtask 1.2: Contractor will install camera for JB building 55 Smoke Shack and furnish and install System Access Control on the JB building 55 Smoke Shack. A card reader will be added to the sliding door. The inside button will always vend the door. When the door is secure, a card will be needed to access the door. Presenting a valid Credential will vend the door. If the door is on a schedule, pressing the exterior button will vend the door. The door will not be equipped with a lock and may be possible to pull the door open. An Emergency Pullcord Station will be installed in the Smoke Shack. It will be wired to CCURE and will give a unique message when activated. No local annunciation is included. A new 2 Reader IStar will be installed in the Smoke Shack. It will be housed in a Trove Enclosure with all power supplies and associated electronics. No lock power supply is included (and will not be needed as outlined). The IStar panel will be tied to the VA Security Network via wireless. Subtask 1.3: PIV reader repairs JB building 57, Contractor will replace reader at door 1B-135D replace the existing High Assurance card reader at door 1B-135D and C1-8. The reader will be replaced with an Innometriks Cheetah SE with keypad and LCD, contactless only, indoor/outdoor. Subtask 1.4: JB building 53 lactation room GN40 duress, Contractor will add furnish and install a duress button in the JB Building 53 Lactation Room GN40. A wall mounted button will be installed in the room, and it will report wirelessly to the PACS System Subtask 1.5: JB building 1 Prosthetics, Contractor will furnish and install PIV reader on the existing ADA Prosthetics Door. New door to always remain locked (not put on a schedule, as a scheduled unlock would require and ADA j-box, not included). Existing inbound ADA button will be replaced with a reader. Contractor will interface the existing strike, outbound ADA button and operator. A new Duress button will be added to the reception desk.
