REQUEST FOR INFORMATION VENDOR MANAGED INVENTORY (VMI) FOR XOFLUZA 40mg and 80mg TABs ***************************************************************************************** THIS IS A�REQUEST FOR INFORMATION FOR INFORMATIONAL PURPOSES ONLY: THIS IS NOT A REQUEST FOR QUOTES/PROPOSALS OR AN INVITATION FOR BIDS. THERE IS NO SOLICITATION AT THIS TIME. This request for information does not constitute a request for quotations or proposals.�Submission of any information in response to this notice is purely voluntary and will be used only for market research purposes to determine availability of sources, commerciality, and competitive strategy.�The government will not pay for any information or administrative costs incurred in responding to this notice; all costs associated with responding to this notice will be solely at the interested party�s expense. This notice does not commit the government to contract for any supplies or services whatsoever. The information provided in this notice is subject to change and is not binding on the government. ***************************************************************************************** The Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS) is seeking sources for Vendor Managed Inventory (VMI) storage and distribution services for government furnished property (GFP) consisting of XOFLUZA (BALOXAVIR MARBOXIL 40MG and 80MG Tabs). This includes receiving product presently stored at SNS sites into the existing inventory and performing shelf-life management by rotating SNS product into commercial contractor stock to ensure VMI product does not expire and has no less than (6) months of dating. REQUIRED CAPABILITIES: The contractor shall provide all personnel, necessary licensing, support, and space to manage the inventory requirements for and estimated 1,000 pallet positions total. It is anticipated that none of the product will require cold storage. The contractor shall have warehouse sites and capabilities to rapidly deliver products to anywhere in the United States and to select locations outside the continental United States (OCONUS). The Contractor shall provide all capabilities including, but not limited to, expertise, record management, labor, materials, equipment, and properly licensed and secure facilities.� The Contractor shall meet applicable Federal, State, and Local regulatory requirements, including, but not limited to, the Occupational Safety and Health Administration (OSHA), National Institute for Occupational Safety and Health (NIOSH), and Department of Transportation (DOT) requirements related to the performance of the required services. The Contractor shall maintain inventory records and provide ASPR/SNS with reports that capture all activities pertaining to stored medical supplies, pharmaceuticals, and equipment.� This reporting requirement includes making reports available monthly and as requested by the Government.� If shipping is needed, the contractor shall provide shipping reports to the SNS representative prior to shipment.� The shipping report shall include truck number, air tracking information, shipping destination, item nomenclature, serial/lot numbers, and any special handling notes in spreadsheet format.� To the extent reasonably practicable, but at the sole discretion of the Government, the Government will endeavor to provide the contractor advance notice of any changes to the equipment packaging, such as serial numbers, kit components, ancillaries, and containerization. The government will evaluate market information to ascertain potential market capacity to provide the services described in this notice. The responses to this notice will be used to determine the acquisition strategy such as small business set-aside or other socio-economic set-aside, or unrestricted. Interested sources must submit a capability statement to the primary point of contact listed below no later than 11:00 a.m. (EST), Friday, August 23, 2024.� At a minimum, the following information must be submitted: Company name and address Company Commercial and Government Entity (CAGE) Code / Unique Entity Identification (UEI) Number Point of contact name, telephone number, and email address Company size / socio-economic category Full description of VMI capabilities to include pallet space (square feet) at the proposed facilities; estimated cost per pallet stored; estimated cost for storage and distribution; estimated cost for shelf-life management; facility size and type, including temperature controls for product storage; location of facility to transportation hubs; and brief description of contractor�s shelf-life management plan. Contractor must specify if they are a manufacturer or supplier of the stored product and how they will ensure SNS product will be rotated and will not expire at any time while being stored. Provide a sample execution plan or schedule for receiving SNS product and a timeline for operational readiness once product is received. As much specific information as possible is required to ascertain whether the contractor has the capability to provide VMI services. Therefore, generic marketing information or product brochures that do not contain enough information to determine the contractor�s capabilities are not acceptable and may not be reviewed.
