Solicitation Number: SPE1C1-24-R-XXXX Items: Boot, Army Combat Hot Weather � (Improved) PGC#03930 (Tariff) and PGC#03931 (Out of Tariff ) This procurement is for the manufacture and delivery of Boots, Hot Weather Amry Combat Improved (HWACB-I) PGC#03930 (Tariff size) and PGC#03931 (Out of Tariff Size). The HWACB-I items are procured in accordance with purchase description GL-PD-21-12 dated 6 December 2022. The solicitation will be issued for three (3) separate lots with a proposed three (3) separate awards to three separate contractors.� Lot 0001 has 55% of the tariff size total requirement and 100% of the out-of-tariff size total requirement and will be issued as Unrestricted. Lot 0002 has 25% of the tariff-size total requirement will be issued as 100% Small Business Set-Aside. Lot 0003 has 20% of tariff-size total requirement and will be issued as 100% Small Business Set-Aside. It is the Government's intention to award to three different contractors to ensure that multiple sources are available.� Solicitation SPE1C1-24-R-XXXX will be evaluated under Best Value Trade-Off Source Selection Procedures with the following evaluation factors: Product Demonstration Models (PDM), Past Performance Confidence Assessment & Small Business Participation. (Lot 0001 only). All evaluation factors other than cost or price, when combined, is significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important. Important Notices: The Government reserves the right to perform conversions to the Boot, Army, Combat Hot Weather � Improved, with a similar construction due to military readiness requirements to support uniform changes. �Any conversion will be via bilateral modification and issued under (c) changes. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. � Offeror should register to receive notification of this solicitation or solicitation amendments. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/). Important Note on Foreign Content:� The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ""The Berry Amendment"" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ""specialty metals"" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. �
