- Description
- The Centers for Disease Control and Prevention with the National Institute of Occupational Safety and Health (NIOSH) intends to award a sole source firm fixed price purchase order to provide health IT terminology expertise to support the updates to the Occupational Data for Health (ODH) vocabulary. The purpose of this contract is to obtain the services of a health IT terminology expert who will use best practices to create and establish new, adaptable vocabulary for occupation, industry, and other ODH data elements that meets the needs of clinical care and public health. Substantial experience and expertise are required to efficiently update the ODH vocabulary which is included in several Health Level Seven (HL7) and Integrating the Healthcare Enterprise (IHE) implementation guides, profiles, and models. In-depth knowledge of the structure and uses of the occupational data for health (ODH) framework are required to understand the impact of a vocabulary update across the multiple HL7 and IHE products related to ODH. Work will be completed to meet the needs of the ONC�s Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing (HTI-1) Final Rule. In early 2024 the ONC adopted the HTI-1 Final Rule which established a minimum data set for certified health IT vendors to accommodate within their product(s) to maintain or obtain certification (CMS payment). Of the 94 data elements identified to make up the minimum data set, ODH data elements industry and occupation, and their associated value sets, were included in a requirement of the HTI-1 Final Rule. We propose to contract with Dogwood Health Consulting who is the only one capable of providing these services. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within three (3) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
