- Description
- This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Genscript USA Inc, 860 Centennial Avenue, Piscataway, NJ 08854-3918, United States to procure Genscript Monoclonal Antibodies and Plasmids Services.� The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases, Laboratory of Immunogenetics (LIG), focuses on the cellular and molecular mechanisms that underlie the signaling functions in immune cells. The LIG has recently expanded its focus to include work on isolating human monoclonal antibodies against different infectious diseases, specifically COVID-19, malaria, and tuberculosis. These antibodies can be used to design new vaccine candidates and be tested for the ability to prevent COVID-19, malaria, and tuberculosis infections. These antibodies and plasmids are necessary to identify and isolate monoclonal antibodies against COVID19, malaria, and tuberculosis. Within the LIG, the Antibody Biology Unit (ABU) is in furtherance of its mission to advance in knowledge of human B cells and isolation of monoclonal antibodies.� These antibodies and plasmids can be used to design new vaccine candidates and be tested for the ability to prevent COVID, malaria, and tuberculosis.� The ABU has been using GenScript services for years, therefore the lab is seeking to maintain continuity of experimental results using these same services. The current requirement is as follows: SC1946-Ab-CHTP Gene to Antibody-Customized Service: rAb, item SC1946-Ab-CHTP, Qty - 143 SC1849 CloneArk Plasmid Preparation: rAb HC Plasmid, item SC1849, Qty - 143 SC1849 CloneArk Plasmid Preparation: rAb LC Plasmid, item SC1849, Qty - 143 Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Delivery: Estimate delivery has a 3 month lead time after receipt and acceptance of award. Delivery Location: NIH/NIAID/LIG/ABU, 5625 Fishers Lane, Rockville, MD� 20852. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2231021) to Rita Davis at rita.davis@nih.gov , by 4:00pm eastern standard time August 19, 2024. All responses received by the closing date of this synopsis will be considered by the Government.� Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
