- ***The National Oceanic and Atmospheric Administration�s (NOAA) Acquisition & Grants Office (AGO), Pacific Marine Environmental Laboratory (PMEL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Sunburst Sensors located in Missoula, Montana for SAMI V2 PH Sensors to be delivered to NOAA/PMEL 7600 Sand Point Way NE, Seattle, WA ***The sole source determination is based on NOAA�s requirement that Sunburst Sensors is the only vendor that manufactures and distributes this SAMI V2 PH Sensor. A quantity of three (3) SAMI version 2 PH Sensors. These units will be an addition to the stock of units already in service and must be completely compatible and capable of performing in a consistent manner with the other similar units already in use. These units will need to be interchangeable in terms of performance, installation, and use to ensure that swapping of like units in the field is consistent and is able to be supported by deployed personnel. Must interface with MAPCO2 instruments currently in use. Because units are often deployed at sea for extended periods they must maintain high performance standards for long periods without the need for excessive servicing. Units must be able to accurately measure pH in the range of 7 to 9, within + or � 0.005, with a drift of less than 0.002 pH units over one year. Delivery within 120 days from date of award. �***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
