The purpose of this notice is to gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. There is no solicitation at this time. This Sources Sought does not constitute a request for quotes or proposals. Submission of any information in response to this Sources Sought is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Respondents are advised, the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this notice. Description of requirement: The Department of Veterans Affairs, Veterans Health Administration Office of Finance, Denver, Colorado [(VHA104 Denver)], currently generates an estimated 36,000 pieces of computer generated, first-class mail each year. These letters (domestic and international) are printed, folded, and inserted into Government permit imprinted envelopes and mailed worldwide. Outgoing mail is inserted into mail trays at the VHA104 (Denver) facility. Scope of Work: The Contractor shall pick up and deliver letters to a United States Post Office (USPS) facility. The Contractor shall also pick up and deliver letters from the United States Post Office (USPS) facility to our provided VHA104 (Denver) facility. The Contractor is responsible to presort all first-class mail to achieve the best postage discount possible. Additionally, the Contractor shall provide VHA104 (Denver) facility with services for completing the required permit report (PS 3600-R), barcoding each letter with the appropriate Zip+4+2, and presorting VHA104 (Denver) mail. Contractor must be able to use a Postal Service Enterprise Payment System (EPS) account to pay postage for domestic mail. An EPS account will be set up with appropriate Post Office to deduct daily postage. VHA104 (Denver) will not issue postage funds directly to the Contractor. Capabilities Statement and Market Information - no more than five pages Please respond to the following questions by providing a capabilities statement and market information: Please describe your experience working with Government agencies. Specifically, what processes do you have in place to submit a timely and quality quote? Please briefly explain how you would provide the required services at the onsite place of performance. If you are a Small Business (SB), can you provide the required services and meet Subcontracting Limitations found at FAR 52.219-14? Please explain.
