- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake intends to approve a ceiling increase modification on an other than full and open competition basis to Raytheon Company under contract N6893623D0042, awarded on 11 July 2023. The original J&A was approved at a threshold of $45.80 million threshold, with the contract being awarded in the amount of $35.7 million. This modification will provide for a ceiling increase of $9.48 million to the materials contract line item number (CLIN), which will increase the total contract value from $35.7 million to $45.2 million. Without the ceiling increase to materials, the existing contract will fall short of material requirements to support the testing and evaluation needed to incorporate new technologies into the Raytheon weapon systems. Other than the additional materials, none of the tasking is anticipated to change from what was noted in the previous Sources Sought announcement. In accordance with FAR 5.202(a)(11), the proposed contract action is made under the terms of an existing contract that was previously synopsized in sufficient detail to comply with the requirements of FAR 5.207. In support of award of the existing contract, a Sources Sought announcement was previously posted to Contract Opportunities in SAM.gov on 16 December 2021 in accordance with DFARS PGI 206.302-1(d). Per FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� Raytheon is the sole source capable of providing these efforts; however, interested parties may submit information in which they identify their interest and capabilities to respond to this requirement. The Government will consider all information received by 22 August 2024 at 5:00 PM PST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted.
