Description
Question and Answers: The requested size of the video wall is not a 16:9 aspect ratio. The way it is spec d it is a 22.49-.58 ratio. In order to maintain a 16:9 ratio, the height and width of the array must be the same. Ex: 3 X 3 6 X 6 7 X 7 etc. Answer 7x5 Array. Screen Specification Pixel Quantity (pixels) = 2688(W) x 1080(H) pixels Dimensions (feet) = 13.8(W) x 5.5(H). Screen Diagonal Length (feet) = 14.9. Cabinet Configuration (cabinets) = 7(W) x 5(H). Brightness = 600 Nits Drive Method = 1/27 scan Minimum Viewing Distance = 5.2 Is the client requesting flip chip and encapsulated LED's? There is no request for spares. If you do want to use the Flip Chip, 15% spares are recommended. Please Confirm. Answer -Yes, we are requesting Flip chip and encapsulated LED s. We understand the 15% spares are recommended. Confirm you are requesting for rigidized pixels? Please confirm. Answer Not Stated in SOW Does the client understand that flip chip GOB (Resin encapsulated) LED is not repairable. TVF-ERO matte can be repaired. Please confirm technology. Answer We understand that flip chip (Resin encapsulated) LED is not repairable. We want the flip chip (Resin encapsulated) LED. The size of the wall spec d is a 7 X 5 (13.8 W X 5.5 H). Should be a 7 X 7 (13.8 W X 7.8 H 2688 X 1512 with a 1.6 pitch. Is this acceptable? Answer The Cabinet Configuration (cabinets) 7(W) x 5(H) pcs, is what we are requesting. Pixel Pitch (mm) 1.56 LED video wall. Pixel Quantity (W x H) 96 x108. Module Size (Inches) 5.91 x 6.64. Display Size (feet) 13.8(W) x 5.5(H). Display Size Diagonal (feet) = 14.9. Display Size (pixels) 2688(W) x 1080(H) High Definition Must have aspect ratio of 16:9. Cabinet Configuration (cabinets) 7(W) x 5(H). Module Configuration (W*H) 2*2 pcs Square Feet per Cabinet 2.2 Cabinet size (W x H x D) 23.62 x 13.28 x 3.07. SOW States that the AV Contractor is to provide power for the Video Wall. Please confirm. Answer - Yes, the Contractor is required to provide the electrical power runs for this project as stated in the SOW (see below). The VA Points of Contact (POC s) will be handling the scheduling and coordination for all the electrical work as we have access. Furthermore, the contractor must be or use a licensed electrical company to handle this task. Once awarded, if required, we will provide the electrical point of contacts. Please refer to the following sections in SOW: 3.1.15 - The contractor shall install all the power required for installing the LED Video Wall and all the components needed to provide a fully functional product. 3.1.16 - The power shall be installed and run through the interstitial space (maintenance deck) between the floors from the originating location Rm 1D811 from Panel C1A2LN11 to the required locations in order to provide a functioning LED Video wall. 4.2.3 - Installation of video wall manufactures power requirements, power to originate from panel C1A2LN11 located in room 1D811. 4.2.4 - All electrical cabling shall be installed and run through the existing conduit. If no conduit is available, the contractor shall provide and install ¾ EMT conduit, American-made. Steel compression fittings for connections shall be used. If the AV Contractor is to provide power, can you please provide the contact information for your VA Facilities electrician? Typically, government agencies do not allow outside electricians to perform work in their facilities. Answer See #6 above. 2.6 LED video will connect to Appspace. Will Brightsign player be provided by OVAMC? If yes, can you please provide the Model of the Brightsign player. Answer Yes, the OVAMC will Provide the Brightsign Player Model # XT1144-T 2.7.1 This line states contractor is to provide Q-SYS control. Answer This was a mistype for requirement Not Required. Disregard and mention of Q-SYS in the SOW. 3.1.1.3 Audio Video Cabinet. Is it acceptable to mount the Brightsign player and processor in the two post rack? If no, where would OVAMC prefer this equipment and cabinet located? Answer We would prefer to have them mounted in the rack The OVAMC is flexible with this requirement if need. 3.1.9 Data Jack and face plates. Will OVMAC provide color or information regarding the face plates to ensure they are consistent with what is throughout the building? Answer Yes, ICC IC107F6CBL CAT6 RJ45 Keystone Jack, HD Style, Blue ICC IC107F06IV Classic Faceplate with Ports for EZ HD Style in Single Gang, Ivory 3.1.3 Contractor to Coordinate with OVAMC the Content. Can you please clarify? Is OVAMC looking for the Contractor to create the content in Appspace? Answer The OVAMC will provide the Content in Appspace and the Brightsign Player. Once the Contractor is at the point of testing and setting up the display the contractor will notify the OVAMC POC s for the Brightsign Player and will work with OVAMC POC s to get the correct OVAMC Appspace Content and display resolution. 5.1 Rack Space available for Display controller. Is this referring to the Q-SYS controller? If so, what size controller is requested. Answer This was a mistype for requirement Not Required. Disregard and mention of Q-SYS in the SOW. This is referring to the Brightsign Player and any other equipment that is required to meet the requirements to have a functioning Video Wall. Section 4.2: How many 20 AMP Breakers are available on the electrical panel? Answer Please refer to the provide panel schedule. Attachment D.8 Section 4.2: Does the electrical conduit running from the electrical room to the video wall location have available space to run additional electrical cabling? Answer No there is not room in the electrical conduit. There is room in the troffer that lead from the electrical panel the interstitial troffer. Section: 2.6 & 5.3: Can the government provide the model number for the Brightsign Player? Answer Yes, the OVAMC will Provide the Brightsign Player Model # XT1144-T Section: 2.6 & 5.3: Can the government provide the software version running on the Brightsign Player? Answer Yes, Brightsign player Version 8.5.47, Appspace version 2.70.2 Section 3.1.1.3 states the contractor shall procure and install an audio-video cabinet designed to hold and contain the Brightsign player and video wall processor. Section 5.1 states the government will provide rack space for the display controller system. Are both requirements accurate? If both requirements are accurate, where does the government want the audio-video cabinet installed for Section 3.1.1.3? Answer Both are accurate, we would prefer to have them mounted in the AV (IT) rack. The OVAMC is flexible with this requirement if need. The RFQ does not require the Video Wall to be Trade Agreement Act (TAA) compliant. Will the government accept a non-TAA compliant Video Wall solution, or will the government modify the RFQ to require TAA compliance? Answer This requirement is exempt Trade Agreement Act (TAA). Whether the solution quoted is compliant or not is immaterial. RFQ Page 8, item 4.1 provides salient characteristics; however, the RFQ does not provide an or equal make/model associated with the salient characteristics. RFQ page 6, item 2.4 requires contractor to furnish a brand name or equal ; however, the RFQ does not appear to state the Brand name identified by the VA and the basis of design. Answer: There are many products in the marketplace which will satisfy the requirement. It is incumbent on the quoter to provide quotes for product that meets or exceeds the salient characteristics at the best value to the government. If the VA has a Brand Name video wall already installed at another location at Lake Nona please provide a photo of the existing video wall. Answer: See Question 20. Will interstitial wall or floor penetrations be required? If so, please provide penetration sealing requirements. Answer If the wall in the interstitial is penetrated the contractor must seal the penetrations to meet the Fire rating for that wall. This should match the already existing penetrations. Pleases identify VA requirements for IT cable routing to include cable tray routing and locations where trays are not available. Answer Refer to the provide interstitial Comm Print, Use C20 and intersection CC (highlighted) I have inputted the Wall Location and Highlighted IT Room info. If you need to go from the cable tray to the Wall Location the IT cable must be in conduit. There is a scale on the bottom right of the page. Regarding RFQ page 9, item 4.2.6, If there are any existing conduits available, please identify location. Answer For this location there is no existing conduit available from the cable tray to the Wall location. At site visit it was not possible to determine interstitial cable run lengths. Please provide estimated cable run lengths to include diversion routes required to accommodate cable trays or routing obstacles. Answer Refer to the provide interstitial Comm Print, Use C20 and intersection CC (highlighted) I have inputted the Wall Location and Highlighted IT Room info. If you need to go from the cable tray to the Wall Location the IT cable must be in conduit. There is a scale on the bottom right of the page. The quoter is responsible for calculating its own estimates of the lengths. Does the Buy American Act apply to the video display, video mount, and other components making up the total system to be delivered to the VA? Answer: This requirement is exempt from the Buy American Act. Please identify any ICRA ratings and requirements, if any, for the work beyond those stated at RFQ page 9, items 4.2.13 and 4.2.14. Answer There are no further locations than what is stated. Page 7, Item 2.7.10, first line states the wall is approximately 172 by 80 . Please clarify whether the term wall refers to the physical structure of the building where the video wall will be located, or whether these dimensions are related to the size of the Video Wall being furnished under this contract. Please clarify. Answer The wall refers to the physical structure of the building where the video wall will be located. RFQ page 7, Item 3.1.1.3, line 2 refers to video wall processor . RFQ page 10, item 5.3 states the Government will furnish the Brightsign Player but does not address who will furnish the video wall processor. Please clarify. Answer The video wall processor/scaler , if this is needed for the video wall to function and meet our requirements will be provided by contractor. Is the video wall mount required to have any particular characteristics such as tilt, swivel, etc? If so, please clarify. Answer - No Does the VA requirement for all contractor personnel performing work on site to present evidence of OSHA 10 certification apply to this work? Answer: No Is a full-time on-site prime contractor superintendent required for this project? If so, can the superintendent also perform QC and Safety duties simultaneously? Answer: No Are any bonds required for this project? Answer: No What are the prime contractor insurance requirements for this project? Answer: None VAAR 852.219-76 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SUPPLIES AND PRODUCTS (JAN 2023) (DEVIATION) included in the solicitation package, Item a1ii states domestic small business manufacturer ; however, to the best of our knowledge there are no domestic manufacturers of the video wall display units required by this project; however, there are non-domestic (not USA) manufacturers that are located in geographic areas that meet the requirements of the Buy American Act under FTA, BAA and other arrangements. Will the VA consider non-domestic components that meet Buy American Act requirements as meeting the intent of VAAR 852.219-76 a1ii? Answer: See Question 26. It states you are looking for a Q-SYS control system. Can you please explain what the thought for this is and what you'd like it to do? We are assuming it is just to turn the display on/off but we would like verification as without any internet availability, our options are severely limited as most control systems will not work without an internet connection. If it is just to turn the display on/off, we don't see the need for a control system, but we can probably find something to make it work through normal IR. Answer This was a mistype for requirement Not Required. Disregard and mention of Q-SYS in the SOW. The salient characteristics you are looking for have two characteristics that are in conflict with each other. Cabinet Configuration (cabinets) = 7(W) x 5(H). Brightness = 600 Nits Drive Method = 1/27 scan Minimum Viewing Distance = 5.2 We stand firm on the screen dimensions. We can get the display size asked for or near it: 8. Display Size (feet) 13.8(W) x 5.5(H). However, it will not be in a 16:9 aspect ratio due to the size asked. 32. Must have aspect ratio of 16:9. Can you please verify if you are looking for that size and want some type of conversion to 16:9 from the video feed. This will lead to bars on the screen or distortion however as the signal coming in will be 16:9 but your video display is not built to project that. Below is a diagram of the closest sizes to what you asked for but in a native 16:9 configuration. Are there VA electrical engineers at site available for specific copies of (existing blueprints) that pertain to the Project? Answer Yes Will VA accept screens with front and back services of another panel size, but same pitch and the measurement would be an estimate? Answer No, see SOW. What existing electrical system can we hook in to without screen display interference? Answer N/A How far away is the main electrical box from each electrical led wall? Answer This can be determined from the electrical drawings provided, which has the scale at the bottom right of each drawing. Quoter is responsible for calculating estimated lengths. Where would the screen best be placed for the overall look and feel of the project and viewing personal? Answer Center on the wall area. Please see SOW section 2.5; aesthetically pleasing. Where best to place the screens and controllers, Is there secure access? Answer - Any equipment/material will be stored in POC cage when and if delivered to OVAMC location. This will be discussed at the kickoff meeting. What is the Project Timeline? Answer Page 10 of RQF section 7.2 Are all led walls the same size, pixels? Answer This display will be different from the other displays at OVAMC. Also, has a completely different purpose. Do the cables have to be flat? Answer There is no specification requiring flat cables. Must the electrician be a VA licensed electrician? Answer No, must be a licensed electrician. The VA does not license electricians or any other trades. How many total Meters of cables are required for the Project? Answer The quoter is responsible for determining how to run the cables from the IT/Electrical room to the Video Wall location. Approximately How quickly will all questions be answered pertaining to the project? Answer Within a reasonable timeframe. Do you have a manufacture that government has used in the past to provide other HD LEF video wall you would recommend when we use to obtain the parts for the Video Wall? These specifications seem to have a manufacture in mind when written. Answer This is a new requirement. Do you have a manufacture you would recommend that has supplied similar projects for the government? Answer See #50 Do you have an engineer s estimate or budget cost that this project should not exceed? Answer There are no budget costs or not to exceed amounts that can be released. Magnitudes, of the type described in FAR 36, cannot be used for purchases using FAR 13 Simplified Acquisition. Cabinet Configuration listed below under Requirements page 4. Section 4 items 11 and 12 list units. Can you tell me the sizes of these cabinets in inches or feet? Answer - Inches Cabinet Configuration listed below under Requirements page 4. Section 4 item 34. Cabinet Material Die Cast Aluminum. Do you have a manufacture you recommend using as this is an injected mold and will be very costly for someone to custom design and build. Can you please provide the manufacturer from which this specific specification was derived? Answer No, the reason for the Die Cast Aluminum is to help with weight. Page 6. Section 2 Scope of work 2.2 The contractor must be an authorized installer Can you please explain further on what it means to be an authorized installer? Can you please provide the manufacture so we can obtain more information about becoming an authorized installer? Answer An authorized installer is a contractor who has been authorized to install a specific product or service. Page 7. Section 2 Scope of work 2.7.9 The contractor shall ensure the power and data is installed from locations RM 1D811 from Panel C1A2LN11 for power and data shall be from Rm 1C-801/C. Is there existing conduit and/or data trays we can utilize or will it be necessary to install conduit or data trays per section 2.7.8. Answer There are existing trays and troffers but there will be a need to have conduit installed, either to finish the runs or meet the be a requirement within National Electric Code (NEC). Page 8. Section 3. Specific Task Requirements 3.1.14 Is there existing conduit or cable trays that the meet the specification section 2.7.8 that we can utilize to run power to provide a functioning LED video wall. Answer There are existing trays and troffers but there will be a need to have conduit installed, either to finish the runs or meet the be a requirement within National Electric Code (NEC).
