- This notice does not constitute a request for proposal or request for quotation nor does it commit the government to contract for these services. The intent of this notice is to provide the pre-solicitation notice as required by FAR 5.2, Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date. On or about September 30, 2024, the Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Customer Acquisition Services (CAS), anticipates issuing a Request for Proposal (RFP) to obtain Pharmacy Benefits Management Services (PBM) for the Office of Workers� Compensation (OWCP). The solicitation is anticipated to be issued on an unrestricted basis for full and open competition. The NAICS code for this requirement is 524292, Third Party Administration of Insurance and Pension Funds, with a size standard of $45.5 million. Contractors shall not directly contact the Contracting Officer or Contract Specialist to discuss this requirement. During the solicitation phase, contractors will be provided the opportunity to submit relevant questions. The government contemplates a single Fixed Price contract with a period of performance consisting of a 15-month base period, four (4) 12-month option periods and the potential for one (1) 12-month award term period. SERVICE REQUIREMENTS The OWCP has a requirement to procure comprehensive PBM services for the national PBM programs and Medicare support that injured workers will generally be required to use to access pharmacy benefits. Specifically, the contractor shall implement and operate PBM services in the United States and its territories for the OWCP�s, Division of Federal Employees, Longshore and Harbor Workers� Compensation (DFELHWC), Division of Energy Employees Occupational Illness Compensation (DEEOIC), and for the Division of Coal Mine Workers' Compensation (DCMWC). The contractor shall: Provide Comprehensive PBM Services; Provide full prescription coverage for accepted conditions; Provide DME for accepted conditions; and Provide a pharmacy card system to claimants once claim eligibility is determined by the programs
