Description
The 502d Contracting Squadron intends to award a firm-fixed-priced purchase order on a sole-source basis to Opus 3 Artists, LLC (UEI: N4TKLJ9BF2M8) for a professional featured Guest Brass Quintet. The United States Air Force (USAF) Band of the West is a musical organization whose mission is to inspire immediate and long-lasting morale and esprit de corps for Joint Base San Antonio, Texas (JBSA) and the United States of America. To support this effort, the Band of the West reaches over six million listeners via live and televised events each year. Under the direction of the Commander, Air Force Bands actively design a wide variety of musical events to bridge language and cultural differences to engage, inform, entertain, and inspire audiences. Bands perform the right music for the right event and utilize performing styles and techniques to establish a sense of commonality and community with targeted audiences. In support of this mission, the Band of the West is seeking the services of a professional featured Guest Brass Quintet for their Annual �Holiday in Blue� performances at a top-class concert venue in San Antonio, TX. The events will be performed for in-person audiences and will also be recorded for future broadcast on television as well as Air Force media and social media outlets. The performer is required to have the following salient characteristics: National Exposure and Name Recognition.� The Guest Brass Quintet must have been featured as performers on nationally distributed television programs broadcast on NBC, CBS, ABC, and/or Fox, such as �The Tonight Show� �The Today Show�, or �Entertainment Tonight.�� Due to the high visibility of the event and the global reach of broadcast platforms, the Guest Brass Quintet must have been selected to perform as guests on nationally broadcast television shows to impart music industry professionalism and attract broad interest in the Air and Space Force by leveraging worldwide commercial success and name recognition.� Patriotic Image.� Must have performed the National Anthem at major sporting events such as National Football League or Major League Baseball games to bolster the patriotic nature of the performance.� In addition, the Brass Quintet must have one album featuring American Patriotic Music.� Performance at these broadcast events and producing recordings of this content will instill an association with the United States or the military which will fuel to messaging capabilities and authenticity with the audience. Music Industry Leader.� Brass Quintet must have reached the top 25 on the Billboard Classical Chart, the music industry standard record chart in the United States for songs.� In addition, the Brass Quintet must have produced over 100 albums, as an artist with demonstrated accomplishment will attract broad interest in the Air and Space Force across a recruitable demographic by leveraging music industry success and name recognition.� Christmas Album.� Brass Quintet must have a minimum of five previously recorded Christmas Album and will allow the Band of the West to create arrangements of any of the songs from the album to be performed by the production�s ensembles to accompany the Brass Quintet as part of the performance. Media Reach.� Must have at least 33,000 monthly listeners on the Spotify music platform.� Must have at least 7,000 subscribers on their official YouTube channel.� Must have at least 97,000 followers on Instagram.� Must have at least 183,000 followers on Facebook.� Media Reach must be verifiable by providing screenshots that display the required listener, subscriber, and follower numbers. Brass Quintet�s social media manager will use the groups social media platforms to impart a positive military image of the Department of Defense and the Band of the West. Period of performance: 16 through 18 December 2024 The proposed action is for delivery of the required product which the Government intends to solicit from one source under the authority of FAR 13.106-1(b)(1).� Interested persons may identify their interest and capability to respond to the requirement NLT 12:00 PM Central, 22 August 2024. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
