- Description
- Notice of Intent to Sole Source HT941024N0121 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operation-West (HCO-W), intends to award a firm fixed price supply purchase for Ortho-Clinical Diagnostics, Inc. analyzer supplies and reagents for use in the Laboratory Department at Naval Hospital Twentynine Palms (NHTP), in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Governments needs, to: Ortho-Clinical Diagnostics, Inc. 1001 US HWY 202 Raritan, NJ 08869-1424 The North American Industry Classification System (NAICS) code for this requirement is 325413 - In-Vitro Diagnostic Substance Manufacturing; the business size standard is 1250 (in employees). The Product Service Code (PSC) is 6550 - In-Vitro Diagnostic Substances, Reagents, Test Kits and Sets. The objective of this sole source award is to procure Ortho-Clinical Diagnostics supplies and reagents for Naval Hospital Twentynine Palms. The Laboratory Department urgently requires supplies, reagents, and maintenance for the OrthoVision analyzer which can perform standard blood bank testing, antibody screening, and antibody identification. Automating routine testing will allow time for the technicians to focus on more complex serological workups. Additionally, this analyzer will reduce manual data entry errors and offers a robust testing menu for future initiatives to increase testing capabilities. NHTP lab prefers the acuity and specificity of the gel testing methodology, which minimizes unnecessary workload generated by other testing methods, that result in higher rates of false positive result and greatly decreased efficiency. The OrthoVision analyzer manufactured by Ortho-Clinical Diagnostics is the instrument of choice because this instrument has the capability to perform serial dilutions for titration studies, can test cord bloods, and their traditional reagents are the same as the reagents currently used in this lab. Deliver By: 1 October 2024 Ortho-Clinical Diagnostics, Inc. is the only source that can meet the Governments minimum requirements to provide the requested supplies and reagents mentioned above at Naval Hospital Twentynine Palms. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required customized implant for Naval Hospital Twentynine Palms. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. If a vendor challenges the basis of this requirement, please email capability statements as a Microsoft Word or Adobe PDF attachment to Jennifer Collins at Jennifer.E.Collins23.civ@health.mil. The closing date for challenges is no later than 1100 Pacific Daylight Time, Wednesday, 16 August 2024. NO TELEPHONE REQUESTS/OFFERS WILL BE HONORED.
