- The 700th Contracting Squadron, Kapaun Air Station, Germany, hereby publicizes its intention to issue solicitation number FA5613-24-R-0007 to solicit proposals for the Multiple Award Construction Contract (MACC) Program for the Kaiserslautern Military Community (KMC), Ramstein and Spangdahlem Air Bases (AB), Germany. The Air Force intends to award to each Offeror that meets the Highest Technically Rated Offerors (HTRO) Minimum Technical Threshold Rating (MTTR). The MACC is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract consisting of a wide variety of design-build, sustainment, maintenance, alteration, repair, renovation, and minor construction projects to include residential and commercial work affecting real property on various federal and military installations. Performance of design-build, or build only requirements will be accomplished through individual, firm-fixed-price task orders. Description of the work will be identified in each individual task order. This procurement is unrestricted (full and open competition). The estimated program value (combined value of all task orders from all awarded contracts) is $950,000,000 over a nine-year performance period. The projected period of performance will be a single 5-year base ordering period, followed by Four (4), 12-month Option Periods. Project task orders may range between an estimated $1,000 and $20,000,000. The anticipated issue date for the Request for Proposal (RFP) is on or about 24 October 2024, with the anticipated date for receipt of proposals on or about 25 November 2024. The Government plans to use the System for Award Management (SAM) website as the only means of disseminating and exchanging information. The solicitation notice at SAM.gov redirects visitors to the Solicitation Module within the Procurement Integrated Enterprise Environment (https://piee.eb.mil/), where all solicitation details and associated documents can be found. Offerors are encouraged to subscribe for real-time email notifications for when information has been posted to the website for this solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information, and for downloading their own copy of the solicitation package. Hard copies of documentation will not be made available. Potential offerors must register at SAM.gov and PIEE (https://piee.eb.mil/) in order to receive notification and/or changes to the solicitation. All contractors MUST be registered and active in the System for Award Management (SAM) in order to receive a contract award. Contractors can obtain further information on the SAM website at www.sam.gov. Enclosed please find the release of the draft Request for Proposal (RFP) documents. Prospective offerors are encouraged to submit the draft document review comments and/or questions by filling out Attachment 5 � Q&A Form and return to Rebecca Berry at rebecca.berry.1@us.af.mil and Aubreeana Taylor at aubreeana.taylor@us.af.mil no later than 21 August at 1500 CEST. Your honest feedback on the attached draft documents will aid the Government in producing a final RFP which has addressed any and all potential areas of concern prior to the issuing of the official RFP. The Government will post consolidated responses to all received questions on the SAM.gov web site. 700 CONS and 86 CE are pleased to invite interested contractors to attend an Industry Day event and one-on-one sessions concerning the Draft RFP FA5613-24-R-0007 MACC, specifically focused on the HTRO evaluation method. These events aim to provide potential contractors with a comprehensive understanding of the contract terms, conditions, and evaluation criteria pertaining to the HTRO method, as well as create an environment for open dialogue with our team.
