- 1.0 INTRODUCTION THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. �It is a market research tool being used to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal.� The Government is not obligated to and will not pay for any information received from potential sources because of this notice.��� The Naval Air Systems Command, (NAVAIR) Patuxent River, Maryland, Air Traffic Management Systems Program Office (PMA-213) intends to award a Basic Ordering Agreement (BOA) order for the productionization of the AN/UPX-50 Common Core Digital Interrogator (CCDI). The AN/UPX-50 CCDI is an update to the AN/UPX-50(C) DI to address obsolescence issues and to combine the AN/UPX-24 and the Digital Interrogator into one system for Department of Defense Air Traffic Control Radar Beacon System/Identify Friend or Foe (IFF) Mark XIIA System (AIMS) certification. 2.0 BACKGROUND Production of AN/UPX-50(C) DI systems is currently performed on the N00019-23-C-0046 contract by BAE Systems, Information and Electronic Systems Integration. The existing contract is a Firm Fixed Price type. The AN/UPX-50(C) is a DI for ground-based and shipboard weapon system platforms to satisfy Mark XIIA IFF and Mode S requirements. 3.0 REQUIRED CAPABILITIES NAVAIR requires deliveries of AN/UPX 50 CCDI EDMs beginning in December 2026 to support production deliveries in December 2027 to active new ship production lines including: CG, CVN, DDG, FFG, LHA, LHD, LPD, WMSL, and WMSM ship classes. Highly specialized skills are required for the CCDI productionization effort to meet the stringent schedule. The CCDI includes integration of highly complex Contractor developed algorithms in conjunction with Government cooperation using organically developed algorithms for target processing. This system is specialized for operation with the Aegis Weapon System (AWS) and Ship�s Self Defense System (SSDS), involving characterization of the system of systems in their operational environment to ensure ship requirements are met. This effort is intended to complete Non-Recurring Engineering activities, which are already in progress. Productionization will include the development and integration of highly specialized test equipment to ensure equipment meets all specified requirements. BAE Systems is the sole designer, developer and manufacturer of DI and has been the only entity producing the AN/UPX-50(C) DI for over 10 years.� BAE Systems retains the Technical Data Package (TDP). Interested parties must include a detailed explanation of how they would complete the CCDI Productionization requirements without a Government furnished TDP. Responses must also explain how they would accomplish the CCDI productionization effort and provide a timeline including major milestones to support BAE Systems� CCDI production delivery requirements beginning in December 2027. This would include ensuring the offered productionized DI design is completed and is AIMS 17-1000 Rev 1 Box certified, including integration of internal target processing that meets the existing Combat System performance required by AWS and SSDS (in accordance with all applicable Weapon Specifications). 4.0 INCUMBENT This is a follow-on requirement. The Original Equipment Manufacturer is BAE Systems, Information and Electronic Systems Integration, 65 Spit Brook Rd, Nashua, NH 03060 USA. 5.0 ELIGIBILITY The Product and Service Code for this requirement is 5840. The North American Industry Classification System (NAICS) code is 334511. All interested contractors must be registered in the System for Award Management government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who possess the supplies and services provided in this notice and can meet these requirements are invited to respond. The Government will not reimburse participants for any expenses associated with their participation in this notice. 6.0 SUBMITTAL INFORMATION It is requested that interested vendors submit to the contracting office a brief capabilities statement package (no more than 10 - 8.5 x 11 pages in length, single-spaced, 12-point font minimum) demonstrating the capability to meet the requirements of this notice. This documentation must address, at a minimum, the following: A company profile to include Company name, business size under NAICS Code 334511, office location(s), Point of Contact name, phone number, email address, Commercial and Government Entity code, and Unique Entity ID. Include a brief description of any applicable contracts relating to the supplies and/or services described herein. Prior/current industry experience of similar size and scope as referenced in section 3.0 �Required Capabilities�. Address the proposed management approach to staffing the effort with qualified personnel. Include corporate management policies, quality certifications, and the experience level of currently employed personnel to be assigned tasks under this effort. Provide documentation of the company's ability to begin performance immediately upon contract award projected in June 2025, to include a detailed plan and estimated schedule(s) of performance.� Include any deviation or impact, if applicable. Provide documentation to show the company's ability to meet the Required Capabilities and Eligibility of this notice. Media: One (1) electronic copy is required. Submissions should be in Adobe PDF.
