Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing with a small business size standard of 1,250 employees. This is a 100% total Small Business set-aside procurement. The Battle Creek VA Medical Center, 5500 Armstrong Road, MI 49037 is seeking to purchase three (3) Philips IntelliVue MX450 Cardiac Monitors with additional accessories that will accompany this equipment. All interested companies shall provide quotes for the following: DEPARTMENT OF VETERANS AFFAIRS Justification for Brand Name Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-24-AP-4569 Contracting Activity: Department of Veterans Affairs, Battle Creek requests a procurement for the Philips IntelliVue Cardiac Monitor. The procurement request is being worked through the Dayton VAMC, Networking Contract Office (NCO) 10, 3140 Governor s Place Blvd, Suite 100, Kettering, OH 45409. This procurement request is for the Battle Creek VAMC, located at 5500 Armstrong Road, Battle Creek, MI 49037. 2237: 515-24-3-069-0144 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The request of the Philips IntelliVue MX450 cardiac monitoring equipment is to for use by our Battle Creek VAMC Infusion Nursing staff to maintain required Advanced Cardiac Life Support (ACLS) availability due to high-risk procedures and medications administered within clinic. Estimated Cost: ______________ Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: BRAND NAME - Requested Equipment: 866062_NAM - IntelliVue MX450 US (3 Each) w/ accessories The Ketamine Clinic will be implemented in 2024 which will require cardiac monitoring of all Veterans receiving infusions. Failure to maintain equipment to assist in the event of a cardiac arrest will increase potential for negative patient safety outcomes. This cardiac monitoring/defibrillation unit is the same equipment utilized by the facility paramedic/fire team that responds in the event of a medical emergency. This equipment request is an intiative toward standardizing equipment to reduce potential for errors or delays in care during critical healthcare circumstances. Description of market research conducted and results or statement why it was not conducted: VetCert was searched using NAICS Code 334510 which found 310 potential vendors. In addition, DSBS was also searched, using the same NAICS Code, along with key word IntelliVue ; this search found no vendors. Market Research found the items available on GSA, provided by 2 vendors: The OEM, a Large Business, Philips Healthcare and a SDVOSB, Glomax, Inc. FPDS, eCMS, and Contract Opportunities were all searched and found no prior awards for this exact equipment. Therefore, it is found that the VA/SBA Rules of Two cannot be met with this procurement. A SB Set-Aside will be placed on Contract Opportunities, to meet the Non-Manufacturer Rule requirement. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
