- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with ScanLab America, Inc., located at 100 Illinois Street, Saint Charles, IL 60174-2849 for a laser Galvanometer (Galvo) Scanner System for Laser Powder Bed Fusion (LPBF) Additive Manufacturing (AM), manufactured by ScanLab, GmbH. ScanLab America is the US domestic based authorized distributor for ScanLab, GmbH. ScanLab, GmbH, is located at Siemensstr 2a, 82178 Puchheim, Germany. The Galvanometer scanner system shall be delivered within 14 weeks After Receipt of an Order (ARO). Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with the small business size standard of 1000 Employees. Description The Production Systems Group (PSG) at the National Institute for Standards and Technology (NIST) specializes in metals-based additive manufacturing (AM) research, aiming to drive advancements in measurement science that enable swift design-to-product transformations. In collaboration with both internal and external scientists, the group diligently develops, analyzes, and implements tailored control and monitoring methods and tools for AM measurement science. To support this aim, a Laser Processing Diffraction Testbed (LPDT) has been developed at NIST. The NIST LPDT is a fully custom, open-platform laser powder bed fusion (LBPF) system designed to enhance controls, monitoring, and metrology research. It has a compact/portable design and can conduct experiments under synchrotron X-ray for diffraction measurements. In response to the evolving landscape of AM technology and innovation, we are upgrading the Laser Processing Diffraction Testbed (LPDT) to incorporate a higher-speed scanner. This upgrade will position our research at the forefront of AM technology, aligning with the latest trends and enhancing our competitive edge in the field.� To ensure that experiments conducted on the LPDT are repeatable on the Additive Manufacturing Metrology Testbed (AMMT), and that the x-ray diffraction measurement results can be applied to AMMT builds, it is crucial that the scanner on the LPDT matches those on the AMMT to simplify control implementation work and be compatible with the existing, government-owned, Scanlab scanner currently in operation at NIST. The purpose of this requirement is to obtain one Galvanometer Scanner system manufactured by ScanLab, GmbH, located in Germany. The PSG requires a laser galvanometer scanner for LPBF AM to use on the existing LPDT at NIST. PSG seeks to upgrade the LPDT to incorporate a higher-speed scanner. Currently, PSG uses an existing, government-owned ScanLab scanner, manufactured by ScanLab, GmbH, to conduct x-ray diffraction measurement experiments conducted on the LPDT and Additive Manufacturing Metrology Testbed (AMMT) at NIST. �� � The system shall meet or exceed the salient characteristics identified below. The Contractor shall provide a quantity of (1) Galvanometer Scanner system with the following technical specifications: ���� Galvo acceleration >= 160,000 rad/s^2 ���� Galvo speed > 2000 mm/s. ���� Control interface: digital, XY2-100 or SL2-100 equivalent. ���� Positioning resolution >= 20 bits. ���� Repeatability (RMS) < 0.4 ?rad ���� Position encoder: digital ���� Maximum allowed average laser power: 1000 W In addition, the system must have: ���� Dynamic focusing unit to positioning laser focus along the optical z axis ���� F-theta lenses to focus a laser beam onto a planar image plane ���� Camera adapter for coaxial imaging ���� PC interface board and software Sole Source Determination The sole source determination is based on the following: NIST currently owns an existing Galvanometer scanner system manufactured by ScanLab, GmbH, for use on the LPDT and AMMT at NIST. Compatibility with existing, government-owned, equipment, is crucial not only for maintaining the integrity of the research but also for enabling consistent, reproducible results that can directly influence and enhance real-world AM production technologies. To achieve this, NIST requires a galvo scanner that matches the exact model of the existing Scanlab scanner acquired in 2023 for the AMMT. Using different scanner models would lead to the development of multiple control systems and could introduce synchronization challenges that might compromise our research accuracy and efficiency. Use of the same system will ensure that the upgraded LPDT operates seamlessly with the AMMT, maintaining NIST's leadership in AM technology development and implementation, and that previous and current research results are reproducible. No other sources are known to exist that produce a Galvanometer Scanner system capable of compatibility with the existing system or of achieving the technical specifications of this requirement. The Galvanometer Scanner system must be purchased directly from ScanLab, America, Inc.
