- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a Sole Source basis, under the authority of FAR 13.106(b)(1), with TSI Inc (HLY6Q9S8CEV8) located at 500 Cardigan Road, Shoreview MN, 55126, for the procurement of the Scanning Mobility Particle Sizer (SMPS). This equipment will be utilized by the Engineering Laboratory (EL), Building Energy and Environment Division at NIST Gaithersburg MD campus. Sole source determination is based on the critical need for studying wildfire smoke intrusion in a test house without the introduction of compromising elements found in other manufacturer�s SMPS. Key requirements for the instrument include: 1) Water-Based Particle Saturation Fluid: The instrument must use water as the particle saturation fluid to avoid interference with measurements. Organic solvents, such as butanol, can off-gas and interfere with the accuracy of aerosol measurements. Additionally, butanol is flammable, and its storage poses safety risks at the test house. 2) Key Lock Interlock System for X-ray Neutralization Source: The instrument must include a key lock interlock system to ensure safe operation of the X-ray neutralization source. Based on market research, TSI Inc. has been identified as the only source capable of meeting all of NIST�s minimum requirement. *****The North American Classification System (NAICS) code for this acquisition is 334516� Analytical Laboratory Instrument Manufacturing and the business size standard is 1000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation. *****Any questions regarding this notice must be submitted in writing via email to Marvin Jean at marvin.jean@nist.gov . All responses to this notice of intent must be submitted so that they are received at marvin.jean@nist.gov �no later than August 15, 2024 at 12PM Eastern Standard Time.
