Contract Award Date: TBD Contract Award Number: TBD Synopsis: �This is a Sole Source synopsis published for informational purposes only. �The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to 3D Perception Simulation Displays for the Draco Virtual Display System (VDS) temporary move. This acquisition is conducted under the authority of FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source. 445 TS/EWJ requests to have 3D Perception, Inc., (A Small Business) to provide technicians to relocate the VDS approx. 6-10 feet away from the current resting place to allow construction repairs to be completed in the ceiling space above this location as they have knowledge of the space layout.� Contract FA9302-21-C-0027 awarded on 29 September 2021 in the amount of $2,250,095.00 to provide state-of-the-art simulation facilities for the Air Force and Navy to accomplish Developmental Testing (DT), Operational Testing (OT), High-End Advanced Training and Tactics (HEAT2), and experimentation. 3D Perception, Inc has establish the knowledge and capability to ensure after the construction repairs are completed, 3DP will need to return VDS back to original resting place and re-calibrate equipment and projectors. As a result, a Notice of Contract Action will be posted to SAM.gov to outline the justifications for this single source acquisition, followed by an RFQ letter sent to 3D Perception Simulation Displays. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- Substantial duplication of cost to the Government that is not expected to be recovered through competition; or Unacceptable delays in fulfilling the agency's requirements. It is recommended to obtain a solution to this requirement from 3D Perception Simulation Displays. This requirement is to proceed as a single source acquisition due to the need for continuity with the current proprietary equipment and manufacturing performed by 3D Perception Simulation Displays, who was considered technically acceptable to meet the government requirement. As a result, it has been determined to be in the best interest of the Government to proceed with a single source acquisition 3D Perception Simulation Displays, the proprietary vendor for this Draco Virtual Display System (VDS) temporary move. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
