Sources Sought Capitol Hill Emergency Management Support (CHEMS) Sources Sought Reference Number: AOC-OCSO_CHEMS1 Agency/Office: Architect of the Capitol (AOC) Office of the Chief Security Officer (OCSO) Location: Capitol Hill and satellite AOC-owned or supported facilities. Project Title: Capitol Hill Emergency Management Support (CHEMS): Emergency Operations Center (EOC); Legislative Branch Continuity of Operations (COOP); Enduring Logistics; Mobility Solutions -- Enterprise IT services. NAICS Code: 541611: Administrative Management and General Management Consulting Services Potential Contract Type/Structure: Firm Fixed Price (FFP)/Indefinite Delivery Indefinite Quantity (IDIQ) Description(s): This Sources Sought Notice is issued solely for information and planning purposes to gain knowledge of potential sources capable of satisfying a potential requirement.� Responses to this notice will be used by the Government to make appropriate acquisition decisions. The Architect of the Capitol (AOC) is seeking contractors who can support the AOC�s Office of the Chief Security Officer (OCSO) in developing and staffing AOC�s Emergency Operations Center (EOC), as well as team with government task/mission leads in Emergency Preparedness, Continuity of Government (COG)/Continuity of Operations (COOP), Logistics, and Mobility Enterprise/Mobile Telecommunications to provide technical expertise, force multiplication, and skill depth to support/supplement existing government staff in each area. � CHEMS development shall integrate various internal AOC applications and capabilities to develop �common operating picture� (COP) with reporting and notification protocols in addition to managing Government approved pre-planned responses.� Technologies leveraged and supported include, but are not limited to: Web-based Ticket Management Application (WebTMA) Web-based Emergency Operations Center (WebEOC) Tableau Maximo Cority ArcGIS Mobile Advanced Road Weather Information Sensor (MARWIS) Joint Audible Warning System (JAWS) Joint Emergency Management Notification System (JEMNS) various other technologies/services proprietary and unique to Capitol Hill Legislative Branch This requirement is a highly visible, public-facing mission that provides direct support to Congress, Legislative Branch Offices, and other AOC key stakeholders. CHEMS staff shall be deployed on Capitol Hill campus grounds and predominately be tasked with engagement with AOC Offices/Jurisdictions in direct support of the government mission leads in the Assistant Director of Emergency Management and Resilience portfolio to include but not limited to: Emergency Management Lead Re-Constitution Lead Test, Training, and Exercise Lead Continuity of Operations Lead Logistics Specialists IT/COMSEC Specialists When an emergency occurs, they may be required to respond in person to the event or be recalled back to the EOC to monitor and track various inputs and notifications. The leads/specialists shall be responsible for daily mission critical interactions and tasks in their specific vectors that can include but are not limited to: liaise with AOC Office and Jurisdiction Office Emergency Coordinators (OECs) to identify risks, issues, and opportunities and maintain situational awareness around the campus, support exercises and training across campus, review and update emergency response maps and support materials, assist with WebEOC user issues, support alternate site deployments and logistical support, and help AOC program, inventory, update, and maintain various telecommunications and RF-based equipment. Desired Experience (in accordance with the Statement of Work (SOW): History of sustained superior performance in one or more mission areas of Enterprise Services (e.g. Information Technology management), Logistics Services/Management (e.g. inventory, asset management, warehousing, delivery), Administrative Services (e.g. call center staffing, technical writer services, emergency dispatchers, professional trainers) will help to inform government industry leaders and expertise. Responses to this Sources Sought notice shall not exceed eight (8) pages,�(12 point minimum, Times New Roman font, PDF) and shall include the following information: Business Name, address, point of contact name, phone number and email address. Identification of the vendor�s business structure/status (i.e. large business, small business, 8(a), etc.). SAM.gov, please provide the following information: a) Contractor Unique Entity ID Number, b) Contractor Cage Code; and c) Are you registered in SAM.gov: Affirmative, �Yes� or �No�, within response, that contractor is registered within SAM. Provide an overview of your company and the services provided. Do you have experience working with Legislative Branch agencies? If not do you have experience working with Executive Branch agencies? Please describe in detail your experience performing similar services (if applicable provide the agency name and contract number)? For example: emphasis on leveraging relationships and previous work with Legislative and Executive Branch agencies (e.g. FEMA for Emergency Management, DOD for Logistics or IT services) certainly the relationships/performance in support of or in working with robust Executive Branch agencies are valuable any potential company that would join AOC/OCSO/EMR would need to be able to provide a broad range of services in a boutique/bespoke, concierge style approach supporting clients that make decisions, demands and actions based on consensus with significant emphasis on examining the �why of an issue� and valuing collaboration over time --versus the directive �go forth and execute� approach commonly found in a centralized hierarchical organization.� Company �soft-skills� in dealing with Cabinet level officials, C-Suite executives, governors, mayors, and political appointees should be emphasized. Provide a minimum of three (3) projects completed within the past five years.� Projects submitted should demonstrate comprehensive experience across the potential disciplines, that may be encountered under the general scopes of work, that may be awarded under this contract.� A brief summary of the approach that would be taken to serve in such a unique mission space. (As a Legislative Branch Agency, the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Assistant Director of Emergency Management and Resilience (EMR) portfolio is NOT fortified or backstopped by senior hierarchical agencies, nor can the agency seek conventional programmatic support from Executive Branch agencies in the mission areas delineated above). �� What questions do you have for the Government?
