- NOTICE OF THE INTENT TO SOLE SOURCE TO Alvarez LLC, 161 Fort Evans Road NE, Suite 335, Leesburg, VA 20176, United States. Response Due Date: August 7, 2024, by 09:00AM (EST) NOTICE OF THE INTENT TO SOLE SOURCE SYNOPSIS Network Contract Office 1, Procurement Office East on behalf of The Department of Veterans Affairs, intends to award a firm-fixed contract with no options to Alvarez LLC to provide Site Inventory, Data entry and management, located at the North Hampton VAMC. The proposed procurement is for products/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 41 U.S.C. 3304(a)(1). The North American Industry Classification System code (NAICS) for this requirement is 541519. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Ophelia.Wilson@va.gov. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. STATEMENT OF WORK Station: North Hampton Veterans Affairs Medical Center (STA 631) Service Line: EMS Date: 8/5/2024 Contract Summary: Environmental Management Services requests the following service at the VA CWM, located in Leeds, MA. An up-to-date Site Inventory is required to capture all the rooms currently cleaned by EMS Staff at CWM. The information is then processed, and ISSA Cleaning procedures applied. Using the current room inventory and production rates provided by ISSA the VA can accurately determine the staffing needs based on the exact room mix at that facility. Over time, changes at the facility to include but not limited to, Floor Type Changes (ex. Hard Finish to Low Maintenance Flooring), department moves, remodeling, adding new buildings, changes in cleaning contracts require updates or complete assessment of the cleanable space to remain accurate. For the VA in keeping with the EMS Directive using the VA TFA Staffing Requirement Tool, a site inventory for the VATFA (VA Task Frequency Analysis) is required for first time and updates due to additions, changes in contracting and remodeling since the original site Inventory was completed. Smart Facility Software, SEWP contractor for Alverez, will conduct an onsite Site Survey of all the cleanable space. This service is performed by Smart Facility Software personnel in conjunction with VA EMS Management. SFS will inventory all the cleanable spaces that are serviced internally by EMS Staff. Each room will be categorized by room type, floor type, measured and detail taken that will be used to calculate EMS production using ISSA cleaning steps. The process is to come on site and break down the facility into Buildings, Floors and Subsections. From there, methodically record all the cleanable rooms that EMS staff cleans entering that data into the VATFA database. In addition to this task, Smart Facility Software will import Equipment Depreciation data if made available by management. Smart Facility will request from the Chief of EMS an up-to-date Equipment listing including specifications containing data elements required for depreciation calculations.
