Description
The Mission and Installation Contracting Command Center, Fort McCoy, Wisconsin has a requirement for Wastewater Treatment Plant repairs at the 63rd Region 4 in Sloan, NV. SOLICITATION W911SA24B2017 NAICS: This solicitation is a 100% Service-Disabled Veteran Owned Small Business set aside set-aside under NAICS code236220 with a size standard of $ 45 Million. PROJECT MAGNITUDE: The magnitude of this project is Between $25,000 and $100,000SITE VISIT: A site visit is scheduled at 10:00 a.m. PDT on August 8, 2024: W5899U: GEORGE W. DUNAWAY ARC, 13825HINSON DRIVE, SLOAN, NV 89054.The POC for this site visit is the above listed Contracting Contract Specialist. Email the contract specialist (See Email Above) with questions regarding site visit access and accommodations. All questions regarding this solicitation, scope, terms, etc. shall be submitted after the site visit and per instruction provided below. This will be the only site visit conducted and will begin promptly without considerations for late or lost proposals. Any requests for additional site visits will be denied. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the MICC Fort McCoy Contracting Office. QUESTIONS DEADLINE: All questions, concerns, verification or clarification of information regarding this solicitation, scope and any documents included in the solicitation package shall be submitted in writing to the Contract Specialist listed above no later than 2:00 PM CT, on August 14, 2024. Include in the subject line of the email the Government?s solicitation number; failure to do so will lessen the Government?s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email. BIDS: Shall be submitted to this office by August 28, 2024 before 11:00 AM CT. Bid opening will be two hours after the bids are due 1:00 PM CT. Bids submitted after the established submission date may be rejected. Offers providing less than 90 calendar days for government acceptance after the date offers are due will not be considered and will be rejected. BID SUBMISSION: Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ . Proposals submitted by mail or hand carried will not be evaluated. Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Bidder to confirm receipt of proposals. All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the FAR. For instructions on how to post an offer, please refer to the Posting Offer demonstration: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.It is the Bidder?s responsibility to obtain written confirmation of receipt of all electronic files of the full proposal by emailing the Contract Specialist listed above. If the Solicitation Module is down, the alternate method for proposal submission is via email to the Contract Specialist listed above. The Bidder must obtain prior approval from the Contract Specialist to use the alternate submission method. Bidder requests to use the alternate submission method must be received by the Contract Specialist no later than 36 hours prior to the proposal submission deadline. Bidders are responsible for ensuring electronic copies are virus-free and shall run an anti-virus scan before submission. Electronic copies of each volume shall be compatible with Adobe Acrobat Reader 11. Narrative portions of the proposal shall be in Adobe Acrobat portable document file (pdf) searchable text format. The Bidder shall not embed sound or video (e.g., MPEG) files into the proposal files. Electronic files shall be clearly identified for each volume, section, and item. Therefore, waiting until the last minute to attempt transmission of your proposal could result in your submittal being deemed late should the website encounter performance or technical issues. PUBLIC BID OPENING: The Public Bid Opening for this solicitation will be conducted via teleconference. To attend the Public Bid Opening teleconference at phone number (888) 607-7532 access code 8823080. Once the teleconference has begun, no access information will be distributed, and no information will be repeated for late attendees. The public bid opening will occur two hours after the due date and time specified for bids in order to facilitate the transfer bid submission via PIEE to the MICC as well as set up the teleconference call. Please note: The time the Bid is due is different from the time of the Public Bid Opening. This will allow time for bids to be downloaded from PIEE in order to be read aloud during the Public Bid Opening teleconference. Late Bids received after the Bid Due date/time will not be considered for award, even if they are received before the Public Bid Opening. Screen Shots of the PIEE submission will be taken to confirm each contractor bid was received by the bid due date/time. Bid abstracts will be posted on sam.gov at the conclusion of the Public Bid Opening Teleconference. The bidder?s failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award. EVALUATION FACTORS: The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the solicitation. No bid for a quantity less than that specified in the solicitation will be accepted. Bids shall be evaluated using the quantities set forth in the solicitation. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.
