- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and market research planning purposes. This RFI shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. The Government will not pay for any response or demonstration expenses. All costs incurred responding to this RFI will be solely at the interested party's expense. Failure to respond to this RFI will not preclude participation in any future solicitation. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or sensitive information. The United States Secret Service (USSS) procurement is issuing a Request for Information on behalf of Human Resources Department for Physical Testing Administration. Although the United States Secret Service (USSS) is posting this RFI for all contract holders in NAICS 621999, the USSS is considering a small business and/or socioeconomic set aside for the RFQ based on the RFI responses. The intent of the Government regarding the request for information is to gather additional information only. Responses to this announcement may not be returned, nor are there currently any planned discussions or request for additional information from the vendors. However, the information obtained from the responses of this announcement will be considered and may be reflected if a subsequent solicitation is issued. The Government reserves the right to reach out and further clarify questions and to enhance the Government�s understanding if necessary. Additional Information: DHS APFS record: F2024065173 DHS/USSS- If a solicitation is issued, USSS anticipates using The System for Award Management, SAM. Description: United States Secret Service (Secret Service), Office of Human Resources, Research and Assessment Division�s (HRR) requirements for contractor support in the maintenance, hosting, administration, and scoring of physical abilities testing used for employment consideration and selection of Secret Service law enforcement personnel. Information Request: Interested parties should submit responses addressing the following areas: The total submission page count shall not exceed twenty (20) pages, excluding a cover page and up to two (2) pages for company information. A. What is your recommended contract type for the requested services (e.g., Labor Hour (LH), Time and Material (T&M), Firm Fixed Price (FFP), or Hybrid)? Briefly explain why your chosen option would be most effective. If a hybrid, identify which task areas would be other than FFP. B. A tailored capability statements addressing the particulars of this effort. C. Provide anticipated staffing, and how soon your company would have personnel ready to be trained by the Secret Service. D. Identify how your company would be able to conduct testing outside of the United States. E. Identify if your company would require subcontractors and what are of the work they would conduct. F. Provide any potential risks your company sees for this requirement and any input on potential mitigation approaches that should be considered. G. Provide feedback in the areas that the draft PWS does not clearly communicate USSS goals and requirements. H. Identify areas that should be clarified or where additional information may be needed. I. List any vendor assumptions. J. Provide additional technical questions or suggestions that should be considered. K. SUBMISSION INSTRUCTIONS Interested parties are invited to address the questions pertaining to the task areas identified in this RFI. �The total submission page count shall not exceed twenty (20) pages, excluding a cover page and up to two (2) pages for company information. Formatting for the submission shall be: Page size: eight by eleven inches (8�x11�). Margins: Minimum of one (1) inch. Font: Times New Roman, Font Size 12, (excluding the cover page). Line Spacing: Single or Multiple Between 1.0 and 1.5. Only one submission will be reviewed per vendor for this RFI. That submission can respond to one or more questions above. Delivery: Only electronic submissions will be accepted. Hyperlinks are prohibited. Emails with attachments larger than 5 MB shall be broken down into multiple emails with no one attachment exceeding 5 MB. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information.
