Description
This notice is a Combined Synopsis/Solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-24-2227981 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 May 22, 2024. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. The requirement is being competed with a brand name or equal, and without a small business set-aside. Laboratory of Infectious Diseases (LID) has a long history of vaccine development and identification of new agents of viral diseases. LID is noted for undertaking high-risk, high-re?ward programs that require extraordinary time and resource commitments, such as programs to develop vaccines for viral hepatitis, severe childhood respiratory diseases, viral gastroenteritis, flaviviruses, and herpesviruses. Clinical studies complement LID�s major areas of research, including testing candidate vaccines in clinical trials, human challenge studies with influenza and respiratory syncytial virus to study pathogenesis and immune correlates for protection against these viruses, and studies of severe virus infections in persons without known immune deficiency. The laboratory (the structural informatics unit) studies the structure of influenza hemaggluttinin by electron microscopy and biochemical techniques. As such the imaging and counting of uninfected and infected and cells and the characterization of effect of hemagglutinin and antibodies on cell fusion in fusion assays and microneutralizon assays in a multimode reader in needed to understand the fusion event and influenza infection and analysis of vaccine sera. This is important to help design better vaccines and to understand hemaggluttinin and design improved influenza vaccines. The goal of the lab is to study influenza structure, epitope display and function and develop influenza vaccines. A number of assays require microplate reader that can do multimode reading and data acquisitions. Some Assays needed for influenza include reporter-virus assays, antibody-function assays, micronuetration assays, and ELISPOT assays. This procurement will provide an automated upright microscope, an inverted microscope, and multi-mode microplate detection in a single instrument. This combination of microscopes and multi-mode reading enables applications that would typically require multiple instruments. This procurement will satisfy the need to have an automated way of collecting data uins multimode reading.
