- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Effect of Prenatal Alcohol and other Drug Programs on Faster Care Prevention & Rapid Reunification: Lived Experience Views Research Project THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Health and Human Services, Government Contracting Services (GCS) intends to award a sole source contract with James Bell Associates, Inc., 3033 Wilson Boulevard Suite 99, Arlington, VA 22201 UEI: JPBAJRKKMW26, under authority of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized. Work under this contract is focused to learn more about the best ways to support families in which children have been prenatally exposed to substance abuse, alcohol in particular, and to learn ways of preventing them from entering foster care, or, when that is not possible, to ensure rapid, safe reunification of the family when possible. This includes all children, including Tribal members.� An important but missing piece of research evidence is the perspectives of families with lived experience of the child welfare system. Additionally, work under this contract will continue work completed on the previous contract awarded in 2019 (HSP233201500133I / 75P00119F37013. The research project will build upon the previous project, to include studies with prior population of subjects. Maintaining the current vendor who has built a relationship with the marginalized subject population will increase likelihood of participation, increased data collection and, as a result, a stronger research project. The North American Industry Classification System (NAICS) code for this requirement is 541611. The Product Service Code (PSC) is R410. This is�NOT�a request for quotes or proposals.� However, any interested party that believes it can meet the prenatal exposures to alcohol: lived experiences requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for determining whether to conduct a competitive procurement.� Questions or comments to this Notice of Intent should be directed to the Contracting Officer, Mary Earnhart at Mary.Earnhart@acf.hhs.gov via e-mail only.
