Description
Under Statutory Authority 41 U.S.C. 1901, the Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Johnson Controls Fire Protection LP for maintenance, inspection, and monitoring services on the fire alarm system located at the William S. Middleton Memorial Veterans Hospital 2500 Overlook Terrace, Madison, Wisconsin. Johnson Controls is the only vendor that has access to the proprietary software on the current system which contains partitioned monitoring which separates all campus buildings to allow for appropriate response from the fire department without delay. This procurement is being conducted in accordance with FAR 12 & 13 Single Source Award Justification for Simplified Acquisitions Procedure and no other vendor will satisfy agency requirements. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for one 12-month base year contract and four one-year options to be exercised at the discretion of the government. The NAICS Code is 561621. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 9:00 AM (local time) August 8, 2024. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements (see also Statement of Work). Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Office will proceed with the sole source negotiation with Johnson Controls. Information must be sent to the Contracting Officer, Lori.Eastmead@va.gov. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Statement of Work Radiation Treatment Planning System Service Contract William S. Middleton VA Medical Center (VAMC), 2500 Overlook Terrace, Madison, WI 53705 Summary of Requirement: Radiation Oncology uses highly technical equipment to treat and manage cancer patients. Due to the complexity of the equipment, there is need to maintain mandatory safety upgrades and modifications to ensure all equipment is up to date with the most recent product versions. The service contract shall ensure contractor Aria, Eclipse software is maintained and inspected appropriately. This contract shall replace any broken software, reduce downtime for patient care and provide the most up to date equipment. Mandatory Upgrades Coverage: Contractor shall perform all mandatory safety and reliability modifications including patching of operating system vulnerabilities for the equipment covered under this agreement during standard business hours. Software Upgrade & Associated Training: Contractor shall provide all major software upgrade releases on the covered equipment by installing the most recent production version. Any training associated with the upgrade is covered and shall be provided according to contractor's Training Guidelines. Whenever possible, software upgrades shall be installed remotely and performed during contractor's Standard Hours. MR (Maintenance Releases)/SP (Service Packs) and Associated Training: Customer is entitled to receive all optional Maintenance Releases and Service Packs released by contractor for the covered equipment. Any training associated with optional maintenance releases and service packs is covered and shall be provided according to contractor's Training Guidelines. Interoperability Upgrades Maintenance: Contractor shall maintain the functionality of existing operations and interfaces that were configured by Contractor for the customer. Contractor shall perform all modifications and changes to existing and working interfaces that are required due to a contractor software update or upgrade. Standard Hours 8am-5pm Local Time (M-F) Contractor shall perform the full annual program for the Periodic Maintenance Inspections (PMI) in accordance with contractor specifications. PMI shall be performed on weekdays during contractor's Standard Hours, at mutually agreed upon dates and times. The quantity and frequency of the inspections shall depend on the configuration of the covered equipment Extended Hours 5-9 pm Local Time (M-F) Contractor shall provide on-site field service support for the covered equipment Monday-Friday during standard business hours (8am to 5pm central standard time) and extended hours (5pm to 9pm central standard time) for issues that cannot be resolved by telephone or through remote support via SmartConnect, if available for the Covered Product and elected by Customer, for service of a defect or error that cannot be resolved by telephone. Contractor will make commercially reasonable efforts to ensure response and availability during extended hours (5pm to 9pm local time). Federal and National Holidays observed by the Madison VAMC (and any other day designated as a Federal Holiday by Presidential Decree): New Years' Day Labor Day Martin Luther King Day Columbus Day Presidents' Day Veterans' Day Memorial Day Thanksgiving Day Juneteenth Day Christmas Day Independence Day Any other day specially declared by the President of the United States to be a Federal Holiday. When one of the above designated Federal Holidays falls on a Sunday, the following Monday shall be observed as a Federal Holiday. When a Federal Holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday by United States Government agencies. Contractor may specify up to two days of additional holiday dates, that shall be prior disclosed to COR upon contract award. On-site Emergency Labor: Contractor shall provide on-site emergency field service support for the Covered Equipment and for issues that cannot be resolved by telephone or through remote support. It is understood between the Parties that emergency field service support includes contractor's Standard Hours of coverage, only to the extent the number of such visits remains within contractor's customary practice. To qualify as an Emergency Service Event, the customer must declare the equipment ""down,"" cease treatment and make the equipment available to contractor service immediately. Work performed outside the normal business hours at the request of the Contractor shall be considered services during normal business hours. Work outside normal business hours (known as overtime ) shall be approved by the Contracting Officer (CO) or Madison VAMC POC. Contractor shall obtain prior authorization from COR, and Time and Material (T&M) Purchase Order (PO) before delivering any services outside of scope of the service contract, which includes any work performed outside normal business hours specified above. Parts Coverage IT Equipment: Contractor shall supply all parts necessary to keep the contractor Software System related to the covered equipment functioning properly. Contractor shall supply parts only for computer hardware purchased from, delivered, and installed by Contractor. Remote Access: For Contractor software products that require remote access, customer must have a Remote Access (SmartConnect) connection enabled. Contractor shall provide remote diagnostics and support during contractor's standard hours for service of a defect or an error that cannot be resolved by telephone or e-mail. Refresher Training - 1 Day: Annual refresher training shall be provided by contractor in any year that a software upgrade is not released, contractor shall provide refresher training via the Internet, through multi-media (e.g., DVD), or on-site, as specified by contractor. On-Site annual refresher training is limited to one training event per year, and unused training credits do not roll over. During years that a software upgrade is released, the upgrade training shall be applied to the available number of annual refresher days. Should the upgrade require additional days beyond those available it shall be provided at no additional charge.
