- Description
- The Florida J9 requires contracted support to manage the implementation of the Transformational Moral Leadership Program and Sleep Solutions as a part of the National Guard (NG) Connectedness and Relationship Education (CARE) System, which includes the planning and execution of programs and courses. The contractor will work in coordination with the national NG CARES team. The courses and workshops cover health and wellness education for Junior Enlisted, First Line Leaders and Senior Leaders. Total Health workshops increase self-awareness, support self-management, and teach life skills across the eight dimensions which includes financial, physical, emotional, intellectual, occupational, spiritual, social and environmental wellness. The First Line Leader education is primarily designed to build foundational leadership skills to develop highly cohesive teams by enabling leaders to effectively communicate, build relationships with subordinates, and identify concerns/risk -factors to make appropriate referrals to resources available. Senior Leader training is more focused on change management and increasing emotional intelligence but addresses the previous topics at a more strategic level. Transformational Moral Leadership (XML) prepares leaders at all levels to lead through morally volatile, uncertain, complex, and ambiguous situations and circumstances. Implementation of XML seeks to increase supportive leadership/unit cohesion and reduce toxic leadership practices through the core competencies gained through coursework. The Transformational Moral Leadership (XML) Program engages participants in a variety of education, discussions, and activities which include focused/contextualized moral and ethical discussion for leaders. � XML supports individual and collective readiness by challenging Soldiers to examine moral and ethical decision-making in training or operational environments. The Government will provide the baseline curriculum and materials. Currently the following courses exist and are in various stages of national implementation: Total Health Basic Course (10 consecutive days), Coaching Basics Course (3-5 days), CARE FIRST (1 day), Executive Leader Course (1.5 days), First Line Leader Course (1 day), Transformational Moral Leadership (2-6 days), and Total Health Workshops (flexible from 2 hours to 3 days). The following tools or courses are in development: Prevention and Retention Assessment, Life Skills Integration courses and materials, Final Formations, Sleep Solutions and additional content to be developed. NG CARES is an integrated, comprehensive, person-centered (eco)system which builds connections, increases protective factors, and promotes holistic health in support of Service Members and their Families throughout their career. These programs are critical to retention, readiness, and reduction of risky behaviors and emplacing protective environments in support of primary prevention strategies. The Government estimates two labor categories (Program Manager and Program Coordinator) will be required for this effort: Program Manager: Bachelor�s degree in Leadership, Organizational Development,� Adult Learning, Program Development, Implementation Science, Human Development, Relational Leadership, Military Culture, Program Management or related area and at least 5 year of experience in related field. A combination of experience and/or education will be taken into consideration. Ability to work as part of a team, strong interpersonal skills. Demonstrated consultative approach: excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing, with audiences at all levels. Strong relationship building and stakeholder management skills. Ability to work autonomously and effectively in a fast-paced, complex, multi-tasking virtual environment. Strong command of Microsoft Office and ability to produce deliverables that carry a ""stamp of excellence."" Must have a valid driver�s license and ability to operate a motor vehicle. Ability to travel up to 10%, on average. Program Coordinator: Bachelor�s degree (preferred) in Leadership, Organizational Development, Talent Development, Adult Learning, Instructional Performance, Human Development, or related area and at least 3-5 years of experience in related field. A combination of experience and/or education will be taken into consideration. Exemplary skills in presenting/facilitating a wide variety of training to diverse audiences and the ability to motivate, communicate, and instruct/train others on facilitation. Ability to work as part of a team, strong interpersonal skills. Strong relationship building and stakeholder management skills. Ability to work autonomously and effectively in a fast-paced, complex, multi-tasking virtual environment. Strong command of Microsoft Office and ability to produce deliverables that carry a ""stamp of excellence."" Must have a valid driver�s license and ability to operate a motor vehicle. Ability to travel up to 20%, on average. The contractor shall ensure all employees possess all required licenses. This does not include education or other qualifications for the position in which the contractor employee is performing, dress codes, or other information. (NOTE: The Government does not provide training to contractors. Contractors must ensure that any personnel performing under a contract are fully trained, licensed, certified, and otherwise qualified to provide services.) Due to the nature of the service, experience with the military is preferred. Experience can be gained through prior or current military service, member of a military family, or service as a military family volunteer.�Comprehensive knowledge of administrative policies, procedures, regulations, and directives, and other related programs to provide recommendations, develop technical user manuals, and develop course instruction materials. The Government will permit the contractor employees to telework in support of this requirement as the mission and Contracting Officer Representative (COR) allow. In furtherance of Continuity of Operations Planning (COOP), a telework program may be enacted to ensure that the Government's mission-critical operations stay operational during times of national emergency or incidents of national significance.�Contractor is responsible for providing required equipment and internet access for employees approved for telework. The contractor shall travel to various locations during the performance of this requirement to train, brief and attend meetings. Travel to other government facilities and to client meetings at a variety of locations shall be required. All travel requirements shall be pre-approved by the COR (subject to local policy procedures). The contractor is authorized reimbursement for travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified.� Any costs submitted for reimbursement shall be supported by receipts and shall be limited to the lesser of the actual cost incurred or the then current per diem rates established by the General Services Administration (GSA). Period of performance will be a minimum of one-year with a one-year option period. Interested vendors may respond to the Sources Sought POC with a Capabilites Statement. Responses will assist the Government in gathering market research to determine possible socio-economic, small business set-asides that may be applicable to this requirement at the time of solicitation.
