Description
The U.S. Army Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) has a requirement for laser model YDFL-Nano-1064-3-60-60-6W-Col to be procured on a sole source basis from Nuphoton Technologies, Inc. (CAGE Code: 1ZA27).� ERDC GRL is currently working in an ongoing project (ELS3D) which aims to design and develop airborne lidar sensor. GRL needs to procure a 1064 nm pulsed fiber laser which meets certain specifications based on design requirements to aid and enable the researchers at GRL to successfully fulfill the project�s mission. This pulsed fiber laser should have broad operating temperature range with low power consumption at high operating temperature. Current 1064 nm pulsed lasers which are available in the laser and photonics lab at GRL cannot meet some of the requirements of the project based on their specifications. GRL must acquire an additional 1064 nm pulsed laser to aid the team in successfully designing the lidar sensor. The laser must have some unique characteristics. This laser will be part of a lidar sensor which will be operated at high altitude and different ambient and environmental conditions. One requirement is limitations on the total power consumption and thermal power dissipation of the laser. The sensor, at high end of the range, will be operated at ~50 C laser baseplate temperature during operation. For this reason, GRL requires a laser that has a broad operating temperature range encompassing at least 0 C to 50 C. At higher operating temperatures, the laser power consumption will increase. The total power consumption should be no more than 50 W and total thermal dissipation power should be no more than 45 W when the laser is operating at full power at 50 C laser baseplate operating temperature. The laser must also meet optical requirements including a pulse duration no more than 3.5 nS at 100 KHz pulse repetition frequency (PRF), the number of pulses of a repeating signal in a specific time unit. The pulse duration requirement comes from the range resolution requirement for the lidar sensor. 1 meter range resolution corresponds to roughly 3 nS. The laser�s pulse energy must be at least 60 ?J at 100 KHz PRF.� The average laser power needs to be 6W so that the return energy from each pulse would have enough photons hitting the pixel elements of the detector. Nuphoton Technologies, Inc. is a pioneer in fiber lasers and fiber amplifiers with applications covering industrial, defense, aerospace, biomedical, telecommunications and research areas. Nuphoton�s products are designed for 24/7 operation in harsh environments in terrestrial, undersea, space environments, aerospace, and other commercial applications. Laser model YDFL-Nano-1064-3-60-6W-Col manufactured by Nuphoton has an operating temperature range between 0 C and 50 C which meets the operating temperature requirement. The total power consumption of this laser at 50 C laser baseplate temperature is 50 W and the thermal dissipation power at 50 C is 44 W, which meets the power consumption and thermal dissipation power requirement. The laser�s pulse width is 3 ns at 100 KHz PRF with 60 uJ pulse energy and 6 W average output power at 100 KHz PRF, which all meet the optical requirements. It has been determined that laser model YDFL-Nano-1064-3-60-6W-Col provided by Nuphoton Technologies, Inc., is the only commercial product which is capable of meeting all power, operating temperature, and pulse width requirements for successful completion of the Government project mission and cannot be met by alternative solutions. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i).� This notice of intent is for information purposes only.� This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to Anna Crawford at Anna.Crawford@usace.army.mil.� The solicitation number shall be included in the subject line of the e-mail submission.� Responses must be received no later than 1:00 PM CST, Monday, August 5, 2024.
