Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRAA) to award a firm-fixed priced, sole source, contract to CN Bio Innovations 332 Cambridge Science Park Cambridge, Cambridgeshire CB4 0WN UK for one (1) PhysioMimix OOC Multi-organ Standard System, one (1) PhysioMimix OOC Single Organ MPS Driver and PhysioMimix Single-organ - Lung monoculture onsite training. Market research examined if there are other sources capable of providing the required PhysioMimix OOC Multi-Organ Standard System. It was determined that although there are multiple vendors in the market capable of providing similar equipment, the similar equipment does not meet all Government Minimum Essential Characteristics (MECs). Further, CN Bio Innovations does not have any authorized resellers. Therefore, CN Bio Innovations is determined to be the only vendor capable of providing a system that meets all requirements of the Government. As a result, the Government intends to make an award to CN Bio Innovations. The North American Industry Classification System (NAICS) for this requirement is 334516 Analytical Lab Instrument Manufacturing This announcement fulfills the synopsis requirements under FAR 5.201. This Special Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the equipment identified within this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement or a sole source procurement is in the best interest of the Government. Capability statements are due, in writing, to the email addresses listed above no later than 1300 Eastern Time, 14 August 2024.
