- Notice Type:�������������������������������� Intent to Solicit Synopsis:�������������������������������������� Organizational NIGMS Strategic Recruitment Outreach Notice Number:������������������������� NIH-OLAO-OD-NOI-07232024 Date:����������������������������������������������� July 23, 2024 Notice of Intent: The National Institute of General Medical Sciences (NIGMS) Small Business Program Support Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) awards related to the furtherance of basic research through the development of tools, reagents, techniques, and software including Artificial Intelligence (AI) and Machine Learning (ML). �NIGMS seeks a contractor that can support the growth of its small business program, which includes providing communication and outreach tools and support. Background and Justification: The NIGMS Small Business program support NIGMS� mission to advance research and research training in the basic biomedical sciences and in specific clinical areas (i.e., clinical pharmacology, trauma and burn injury, sepsis, wound healing, and anesthesiology). The Small Business program at NIGMS serves as an engine of innovation, offering grants and technical assistance to small businesses and research organizations focused on research tools and technologies that will ultimately improve disease prevention, detection, and treatment. The NIGMS Small Business program plays a critical role in advancing small businesses innovation on research tools and technologies. The NIGMS Small Business program seeks to create an integrated, branded marketing campaign, reaching new and diverse applicants/customers, namely, small businesses, biotechnology companies and principals, seed and venture capitalists, university incubator communities, and others. Contractor must have deep experience managing outreach for SBIR & STTR Programs and have the tools, network, relationships, and expertise in place to quickly, and efficiently support NIGMS. The contract will provide support for SBIR & STTR messaging, website development and management, investor forum and collaboration planning, collateral development, media outreach, network development, success story development, social media, resources for awardees, events and webinars, and evaluation and metrics analysis.� The contractor must exhibit a relationship to a variety of key experts and have relationships with associations and research institutions that can further extend the reach of NIGMS� small business outreach efforts.�� Services to be performed: See Attached Statement of Work. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. � Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5.
