- This is a Sources Source notice issued solely for information and planning purposes only and does not constitute a Request for Proposal (RFP). The government will not pay for any information on administrative costs incurred in response to this announcement. No basis for a claim against the Government shall arise due to a response to this Source Sought or Government use of any information provided. Disclaimers and Important Notices The National Oceanic and Atmospheric Administration (NOAA) is not accepting proposals at this time and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information shall be included in your response to this Sources Sought. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information by respondents in any resultant solicitation. The purpose of this Sources Sought is to improve the understanding of Government requirements and industry capabilities. This allows potential offerors to participate and provide information on how they can satisfy the Government's requirements. Responses will assist the Government in determining the availability of potential solutions in the marketplace. It is the responsibility of the potential offerors to monitor SAM.gov for additional information pertaining to this requirement. For information regarding this acquisition, contact the Contracting Officials listed herein. The exchange of information must be consistent with procurement integrity requirements (See FAR 3.104). Interested parties include potential offerors, end users, Government acquisition and supporting personnel, and others involved in the conduct or outcome of the acquisition. General Scope of the Requirement The contemplated requirement is for a project management solution that utilizes Microsoft 365 Project Online. The vendor will also provide training for, enhance, and support the solution. The requirement is to support the Facilities Engineering Office (FEO), which manages NOAA's national design and construction portfolio, responsible for the total project life-cycle (planning, scoping, design, construction, commissioning, and delivery) for major construction, repair and modernization projects to include policy development and guidance, program execution, performance management, and customer relations. To effectively manage this portfolio, FEO requires a project management solution that can track and report on project execution activities.� This tool should be customized, as needed, based on changing market conditions to ensure leadership can effectively plan for a dynamic environment. The anticipated period of performance will end one year from the effective date of the award. ASSUMPTIONS: NOAA will be provided access to Microsoft 365 and will have the appropriate licensing to deliver the solution. There will be no migration of existing data into the solutions. Only new projects will be added to the solution. FEO will provide support for collecting requirements, testing, and implementing the solution. SCOPE OF WORK: Prior to developing the solution the vendor will review the As?Is processes and develop any solution specific To?Be processes.� If needed business processes may be reengineered. The vendor will complete the following for the project management solution. Create NOAA specific metadata, permissions, and schedule formats in Microsoft Project Online. Create Project Online templates.� Templates to be used for new projects after go-live. Develop earned value management metrics and reporting Deliver both project and portfolio reporting using Microsoft Power BI.� Develop and deliver documentation for the use and function of the solution. The vendor will provide the following training: Basics of Microsoft 365 Project Online The vendor will provide technical support for Project Online and Power BI Report after the solution has been deployed and in operation. Once the solution has been validated with project data the vendor will deliver prioritized enhancements from FEO to implement new functionality like reports, workflows, etc. Sources Sought Respondents Sources intending to respond to this posting should thoroughly review the aforementioned and submit the following information: 1. Identification of your firm�s business size and identification of your firm�s CAGE code and UEI number. 2. Capability statements should reveal your firm�s presence, if any, on Government Wide Contract Vehicles, such as NASA SEWP, GSA, etc., that can support the requirement. 3. Capability statement expressing your firm�s interest in this requirement, describing your company and its capability to meet minimum requirements stated in this post with a description of your company�s project management experience in the construction industry and proposed services that would meet the requirement. Interested parties should provide sufficient detailed information, which demonstrates the capability of the proposed solution. Companies are also requested to describe their strategies for mitigating any organizational conflicts of interests consistent with FAR subpart 9.5.
