- This notice is a Combined Synopsis/Solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-24-2231409 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04 May 22, 2024. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. The requirement is being competed with a brand name restriction, and without a small business set-aside. The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Vaccine Production Program (VPP) is the development arm of the Vaccine Research Center (VRC).� The Vaccine Production Program (VPP) is rapid, reliable development of investigational vaccine candidates and other therapeutic biologics that are suitable for use in clinical trials. The Downstream Purification Development (DPD) team commits to the VPP�s mission through study and optimization of purification methodology followed by scaling up successfully developed processes for putative vaccine and therapeutic candidates. Scaled processes are transferred to a GMP facility for manufacture of phase 1 Clinical trial materials.� A fundamental and essential element of DPD process development is the use of Tangential Flow Filtration (TFF). TFF enables the simultaneous concentration and buffer exchange of target molecules and is a central tenant of protein purification methodologies. Project Background:�� The filters proposed in this request enable TFF for the scheduled SteMos Purification Under Batch Record (PUBR) runs this coming June-August 2024.� The selected filter material, surface area, screen type, material composition, membrane porosity, flat sheet design, and associated run variables have all been identified as the optimal choice via experimentation by the DPD team.� Use of the proposed filters does not require any additional training, hardware procurement, or instrumentation and flows in line with site established Standard Operation Procedures (SOP�s) and Batch Records (BR�s).
