Description
The Government plans to award a new sole-source bridge contract to Leidos, Inc., located at 1504 Quarry Dr. Edgewood, Maryland, to meet an urgent and compelling need. Leidos is capable of immediately providing the Government with the critical software sustainment and technology refresh support necessary to maintain the AIE-3 configuration baseline and system operational availability at the 98 AIE-operational Army installations. As the AIE-3 prime Contractor, Leidos, Inc. has functioned as the AIE-3 lead system integrator, teaming with subcontractor Hawkeye to deliver an integrated system to the 98 Army installations identified on the Army Protection Priority List (APPL), which is published and maintained by Headquarters, Department of the Army (HQDA). The Period of Performance (PoP) for this proposed contract will consist of a base period of four (4) months with two (2) four (4) month option periods. This effort ensures operational availability of the 98 previously fielded AIE-3 systems are maintained during the corrective action period until a new AWARD decision is made by the Source Selection Authority. Competing this effort would result in significant delays and a gap in critical services posing a threat to Soldiers and Civilians at the 98 CONUS Army installations. The Government projects award of the bridge contract by August 2024 and intends to obligate FY24 Other Procurement Army (OPA) and Operation and Maintenance, Army (OMA) funding. A formal RFP will not be released, and this notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
