- B.4 STATEMENT OF NEED Statement of Need High Water Flood Fence System 1. GENERAL: The James A. Haley Veterans Hospital (JAHVH), located at 13000 Bruce B. Downs Blvd, Tampa, Florida 33612, needs a high-water flood fence system to prevent flood waters from infiltrating its below-grade areas. This project falls under the purview of Emergency Operations Management. 2. BACKGROUND: The JAHVA campus, situated in Tampa, Florida, is located within a flood zone. Numerous buildings on the campus have basements that are below ground level, which house crucial infrastructure components of the facility. The region is susceptible to flooding, and the facility has experienced several flooding incidents in the past. 3. PURPOSE: This project will help improve the stormwater mitigation process by providing the ability to block approaching stormwater from sensitive access points. This will be a critical and necessary tool during Emergency Operations. This barrier will serve as a protective measure, preventing high waters from infiltrating entry points that lead straight into the subterranean areas of the facility. This initiative will enhance the process of stormwater mitigation by offering the capacity to obstruct incoming stormwater from vulnerable access points. This will be an essential and required instrument during Emergency Operations. 4. SCOPE: The Contractor is required to deliver a comprehensive purchase and installation oversight service for nine flood wall systems. The vendor will oversee the installation, which will be carried out by VA personnel. The vendor is also expected to conduct site visits to familiarize themselves with the location, ensuring accurate measurements and identifying potential installation issues. The flood walls are to be installed in specific areas as directed by the VA.
