- Requirement: Confidential Financial Disclosure Report (OGE Form 450) Response Date: Responses to the RFI shall be in electronic format and emailed to the Contracting Officer via e-mail to christina.murray@usdoj.gov.� All responses must be received no later than July 15, 2024, 4:30pm, Eastern Standard Time. RFI Purpose: The U.S. Department of Justice (DOJ) has a need for an electronic filing system for confidential financial disclosure reports required to be filed by certain employees within the DOJ pursuant to regulations issued by the U.S. Office of Government Ethics (OGE).� OGE requires certain executive branch employees to file confidential financial disclosure reports (OGE Form 450).� DOJ requires a cloud-based electronic confidential financial disclosure reporting system that does the following: Support PIV single sign on login; Be FedRAMP authorized; Be Section 508 compliant; Provide the most current version of the OGE Form 450; Permit access from any location with internet access; Provide encryption of data consistent with Federal encryption requirements; Provide instructions to filers for what and how to report items in each section; Save each version of the form; Have functionality that permits the automatic deletion of reports beyond the required retention period that the DOJ has the ability to adjust as necessary to avoid deletion of reports where appropriate; Provide report functions that can be tailored by, among other things, date, filer, reviewer, or due date; Automatically populate annual reports with data from previous electronic forms; Collect reportable information from filers through an interview wizard; Allow reviewers to provide comments on the reports; Allow documents to be uploaded and attached to the submission; Allow reviewers to separate certified reports that have no reportable information; Permit reviewers to change and update the list of filers and filings as necessary; Permit the DOJ to restrict access of field ethics officials to reports only for employees in their offices; Retain all records for the required timeframes, including those records from filers who leave a covered position; Purge records once they are no longer required to be maintained; and Integrate training/helpful hints into filing process to aid in the completion and review of submissions. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS.� NO SOLICITATION IS AVAILABLE AT THIS TIME. This RFI is issued for the purpose of seeking viable sources capable of meeting DOJ�s needs. Response to this RFI is strictly voluntary and will not affect any firm�s ability to submit an offer if, or when, a solicitation is released.� This RFI is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.� Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI.� No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI.� Responses to the RFI will not be returned.� A response to this RFI is necessary to assist DOJ in determining the potential levels of interest, adequate competition, and technical capability to provide the required services.� In addition, this information will also be used to assist DOJ in establishing a basis for developing any subsequent potential subcontract/small business participation plan and/or small business goal percentages. Responses to this RFI must address the following requirements: 1. Cover Sheet: A cover sheet which includes: RFI Title. Company�s Name. Address. Name of Point of Contact. Email Address. Phone Number. Unique Entity ID. Business Size. A list of all North American Industry Classification System (NAICS) codes as identified in the company�s System for Award (SAM) record. If applicable, your GSA or other available Government-wide contract vehicle that is within scope of this requirement. � 2. Capability Statement: Interested businesses should provide a capability statement to specify whether and how their proposed product meets all of DOJ�s needs as listed above.� The number of pages is limited to a total of three (3) pages (one-sided), single spaced, 12-point type with at least a one-inch margin on an 8 �� x 11� inch paper.
