- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Continuing to Understand the Role of Licensing in Early Care and Education (TRELCE) THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Health and Human Services, Government Contracting Services (GCS) intends to award a sole source contract with Child Trends, Inc., 12300 Twinbrook Parkway Suite 235, Rockville, MD 20852, UEI: GKL3GR9NQ3W5; under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Work under this contract will address key questions on underexplored topics related to licensing and its role in supporting the child care and early education (CCEE) system through data collection and analysis and provide resources for licensing agencies and key partners who work with them, researchers, and the Federal Government. Additionally, work under this contract will continue work completed on the previous contract awarded in 2019 (HHSP233201500034I) and will explore how key features of CCEE licensing systems related to CCEE quality and outcomes for children, families, and key partners (e.g., CCEE providers, CCEE licensing agencies, and CCEE program administrators and staff). This task order seeks to: synthesize the literature and refine conceptual frameworks about CCEE licensing; build research, data, and evaluation capacity to support CCEE licensing agencies; build new evidence through primary data collection and analysis, as well as secondary analysis of data; and disseminate to the field through data visualization, data archiving, and other products formatted to support and inform efforts by licensing agencies operating across State, Territory, Local, and possibly Tribal levels, as well as the Federal Government The North American Industry Classification System (NAICS) code for this requirement is 541611. The Product Service Code (PSC) is R410.
