- THIS IS A NOTICE OF INTENT TO AWARD WITHOUT PROVIDING FOR FULL AND OPEN COMPETITION. THIS IS NOT A SOLICITATION OR A REQUEST FOR COMPETITIVE PROPOSALS. The purpose of this announcement is to notify all interested parties that the Department of Justice, Criminial Division (CRM) intends to modify contract 15JCRM24F00000036 with NEW TECH SOLUTIONS, INC. on a sole-source basis pursuant to FAR 6.302-1, Only One Responsible Source. The objective of this modification is to update the license structure type due to the manufacturer discontining the current on prem licenses in the contract. This modification will ensure continuation of services and it will allow the division to avoid financial losses while CRM's procurement team pursure a re-compete at the end of the contract's period of performance.�This notice is being published by CRM in accordance with Federal Acquisition Regulation (FAR) Part 5.201, requiring notice of a proposed contract action. This is NOT a request for competitive proposals. The statutory authority for this sole source action is�41 U.S.C. 253(c) (3) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. BACKGROUND The license manufacturer has notifed CRM that the current on prem licenses on the contract will be discontinued on March 2025. Due to this change, CRM will need to update to new cloud-based licenses. At the time of the original solicitation of the requirement,�the discontinuing of Remedy on prem licenses was unknown and the switch to cloud license was unforeseen. Waiting to update licenses until March 2025 will create a hardship to the division due to the availability of resources. Additionally, cancelling the current contract and resoliciting at this time will create financial losses for the government, therefore, it has been determed that sole-sourcing to the current incumbent is at the best interest of the government. The Criminal Division will recompete this requirement once the life of the current contract is over to fulfill competition requirements.�
