THIS POSTING IS FOR ""SOURCES SOUGHT ONLY."" PLEASE DO NOT SUBMIT PROPOSALS AT THIS TIME. While the DRAFT RFP package has been included with this post for your reference, the RFP has NOT yet been released and is NOT an ACTIVE RFP at this time. All dates are TBD as it is only a DRAFT RFP at this time. All dates and info. are subject to change and will be updated when the formal RFP has been released. This posting is to gauge interest from potential sources who may be interested in bidding on the project. Interested Vendors should express their interest on the Interested Vendors List through this SAM.gov posting. Please see attached file included in this Sources Sought posting which includes the DRAFT RFP and DRAFT RFP attachments (Draft SOW, Draft Drawings, Draft Project Manual, etc.). These are DRAFT DOCUMENTS ONLY and are all subject to change when the formal RFP is released. The Subcontractor shall furnish all labor, materials, tools, equipment, and incidentals necessary to perform the following scope of work: SLAC is seeking a qualified and general contractor (hereby referred to as �Subcontractor�) to award a construction subcontract to perform modifications and installation to the Sectors 08 and 09 Areas of Refuge (manways) in the Klystron Gallery and the LINAC tunnel. The subcontractor scope of work is to complete the physical infrastructure upgrades that will support LCLS-II-HE MOU. Subcontractor must submit all Safety and Technical submittals to SLAC for review and approval. Within the requirements of the Subcontract, per the schedule as defined in this Statement of Work, SLAC will issue a formal Notice to Proceed (NTP), and the subcontractor can begin construction. 2 Scope Of Work Subcontractor shall provide labor, materials, and resources to complete the modification of the existing Sectors 08 and 09 Refuge Areas located in the LINAC tunnel (please refer to Figure 1 for the location). Subcontractor shall remove the existing wire mesh at both Refuge Areas in Sectors 08 and 09 and complete the build out per the documents included in the �Attachment� section. The Refuge Areas shall have two-hour fire rated walls coated to match existing Sectors 00 � 07 refuge areas and a dedicated fan for supply air. Subcontractor shall be working in both the Klystron Gallery and the LINAC tunnel. The subcontractor shall tie into existing panels as called out in the documents included in the �Attachment� section and run new mechanical ductwork through the manway and into the Refuge Area from the Klystron Gallery level to the LINAC tunnel. The bulleted list below consolidates the project scope: � Create two (2) Areas of Refuge at the manways. � Provide 100% outside air to the refuge areas by utilizing supply air ductwork, MERV 11 filter with housing, and a high-pressure blower located outside the building. The ductwork shall be routed through the manway and installation must meet SMACNA requirements. � Provide vehicular bollards for protection. � Add 2-Hr wall & 90 min door with view panel, including prep for PPS connection between LINAC and manway and emergency light at lower level vestibule. � PPS Interface: 1. Select and install new starter cabinets for the sector 08 & 09 fans as per example PPS interface wiring example on drawing B0001-M06-0196 (please refer to �Attachment #1�). 2. The new starter cabinets shall NOT be equipped with a Hand-Off-Auto switch, but wired with terminals for the following options (illustrated on drawing B0001-M06-0196): ? Remote relay (CR-1) operation from PPS controls to enable/disable the fan. ? A keyed switch in parallel with the remote relay to enable local run mode for testing and troubleshooting. 3. New Differential Pressure Switches (DPS) shall be selected and installed to detect fan status and wired back to the PPS system. 4. For the above remote relay and DPS for each AOR, a separate sub-panel shall be provided for tying in the low-voltage controls and to allow an easy troubleshooting point. 5. The starter cabinet and the above sub-panel shall be located outside of the AOR stairwell in an accessible area in the gallery, as depicted in drawing B0001-E01-0199 (please refer to �Attachment #1�). At time of installation, precise locations of electrical disconnects, starter panels and sub panels shall be coordinated with both PPS & I&C SMEs. Subcontractor shall coordinate with SLAC Construction Manager (CM) to complete required Work Planning Control (WPC) and obtain release to execute construction tasks. Subcontractor shall provide protection to existing equipment as needed. The period of performance for this project is estimated to begin in the Summer Down Time 2024 (July-September 2024) and to end by the completion of the Long Down Time, which is estimated to begin in 2025. SLAC is seeking qualified and experienced General Contractors for the upcoming Sectors 8 & 9 Areas of Refuge (AOR) (Construction) RFP. Potential bidders will need to meet all necessary criteria outlined in Step 1 Qualification Submittals contained in Section L of the DRAFT RFP. A partial list of the criteria outlined in Step 1 of Section L include the following: � A current and valid California Contractor's License appropriate to Offeror�s trade. � A local office in the San Francisco Bay Area, CA for a minimum of three years. � Experience working at Department of Energy (DOE) and/or Department of Defense (DOD) and/or a Federal Facility. � Documented experience managing Construction projects of a comparable size. � Previous experience executing projects in the field of demolition, installation of drywall, fire-rated door, concrete pad, bollard, and utilities (including electrical, mechanical, and controls systems), in and around radiation protected areas; executed in the past 5 years in and around the San Francisco Bay Area, CA. SLAC National Accelerator Laboratory (SLAC) is operated by Stanford University as a contractor for the United States Department of Energy (DOE) Office of Science (SC). SLAC supports a large national and international community of scientific users performing innovative research in support of the DOE mission. Success of that mission is directly coupled to the general-purpose infrastructure necessary to conduct this research. At SLAC, the accomplishment of that mission is currently at risk given sub-standard buildings that do not provide the appropriate environment to conduct world-class science or the supporting Management and Operations (M&O) functions.
