- This is a combined synopsis and solicitation for commercial items prepared in accordance with format in FAR Subpart 12.6 � Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. Request for Quotation (RFQ) number is N6660424Q0538. This requirement is being solicited as a 100% small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 334419. �The Small Business Size Standard is 750 employees. The Product Supply Code (PSC) is 5996. In order to meet Fleet demands, the NUWCDIVNPT Code 34 ISEA and NMC requires replacement long lead amplifiers to support repairs of PEPI-3 EEAs.� The amplifiers are a critical part of the PEPI-3 EEA installed onto the Photonics Imaging Mast system and must perform in various outboard at-sea environments that include underwater explosion, high/low temperature, vibration, inclination, and electro-magnetic interference. Ultra Electronics - Herley Industries was selected by the Naval Undersea Warfare Center, Division Newport, as qualified provider capable of producing the local amplifiers, which meets all the requisite functional and performance parameters of the PEPI-3 EEA.� The amplifiers are fully integrated into the PEPI-3 EEA design, and other ancillary system components, that have been tailored to operate with the CIAO Wireless amplifiers, ensuring all functional and performance requirements are met. The amplifiers are a highly complex electronic circuitry requiring highly specialized manufacturing processes to ensure the functional and performance requirements are achieved.� CIAO Wireless is the only source certified by NUWCDIVNPT to meet all the PEPI-3 EEA and Photonics Imaging Mast system specification requirements.� CIAO Wireless currently possesses the unique knowledge, expertise, and manufacturing facilities required to produce and deliver the local amplifiers for the PEPI-3 EEA. Based on the above, it is not reasonable to conclude the potential savings from competition can offset the significant duplicative cost and schedule and mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the Government to solicit and award this requirement on a brand name only basis. Additional terms and conditions: In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government�s unit acquisition cost is $5,000.00 or more. If UID applies, payment will be via Wide Area Workflow (WAWF). If UID does not apply, and if there are no surcharges, the Government�s preferred payment method is via credit card. The Government intends to award a single FFP Purchase Order to the eligible and responsible offeror on a Lowest Price, Technically Acceptable basis. In order to be determined technically acceptable the offeror shall: Quote the Brand Name specified in their required quantities. The offeror shall submit detailed specs with quote; Provide reconditioned material to include 6 month part and labor warranty.
