Description
This notice is being published in accordance with DFARS PGI 206.302-1. It is NOT a request for competitive quotes/proposals. The statutory authority for this notice is 10 U.S.C. 2304(c)(1) as set forth in FAR 6.302-1. The United States Army Corps of Engineers- Louisville District (USACE-LRL), intends to award a sole source Firm-Fixed Price contract to Leo Daly for the completion of a design refresh and technical support for the construction/renovation of Building 4517, the Fighter Group and Squadron Operations Facility, at Seymour Johnson Air Force Base in North Carolina. Leo Daly completed the design for the construction/renovation of Building 4517 at Seymour Johnson AFB, North Carolina.� This design was completed under an IDIQ Task Order awarded by the Air Force Civil Engineer Center.� Since the design was completed in February 2021, USACE- LRL, has been tasked with completing the construction contract and construction management for the project. To do so, the design must meet the standards utilized by the Louisville District and Air Force Reserve Command, which requires a refresh of the existing design as well as technical support through construction. Due to Leo Daly�s completion of the design and their intimate working knowledge of the project, they can deliver the desired expertise without duplication of costs to the Government that are not expected to be recovered through competition. Therefore, the Government intends to award the contract to Leo Daly without posting a solicitation for competition. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must provide clear and convincing evidence that competition would benefit the government and would not be prohibitively expensive or time-consuming. It is entirely up to the Government to decide whether to compete the proposed procurement based on responses to this notice. The Government will not be responsible for any costs incurred. Responses must be received via email at Charity.A.Mansfield@usace.army.mil by 15 July, 2024.
