RFP: SPE60524R0208 Description of Requirement: THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions.� This is a notice of intent to make a single source award contract and is not a request for competitive quotes/proposals.� The statutory authority for the use of other than full and open competition procedure for this procurement is prescribed by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.� DLA Energy intends to issue a five-year fixed price with economic price adjustment single source award contract to AvPORTS Management LLC., (AvPORTS) in accordance with 10 U.S.C. � 2304(c)(1), Only One Responsible Source. The contract will supply Aviation Jet Fuel JAA (with FSII only) via F.O.B. origin delivery at Moffett Field Air National Guard Base (ANGB), California by way of existing contractor-owned tanks, pipeline, and/or truck loading rack. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested supply/services, which shall be considered by the agency before the intended award date.� Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.� The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Interested vendors must respond to this notice of intent to sole source on or before July 15, 2024 at 4:30 pm Eastern Time by sending an email to lawrence.watson@dla.mil. The North American Industry Classification System (NAICS) code for this supply requirement is 324110. Background: Moffett Field was a Naval Air Station until 1994, when the Naval Air Station closed, and Moffett Field was turned over to the National Aeronautics and Space Administration (NASA) Ames Research Center, California. On October 30, 2014, Planetary Ventures (PV) entered into a 60-year ground lease with NASA covering approximately 1,000.1 acres at Moffett Field. The California Air National Guard continues maintain a base on Moffett Field; but the ANGB does not own the jet fuel tanks or have the facilities to organically support the jet fuel receiving and supply requirements. Historically, the fuel requirements at Moffett Field were met through government-owned fuel stocks stored in commercially owned fuel facilities on Moffett Field.� The ANGB cannot order fuel on demand for delivery as it lacks the fuel facilities and storage capability to store any jet fuel onsite.� Therefore, the Air Guard needs to be able to pick up fuel 24/7 using its� owned refueling trucks. On the other hand, the ANGB�s refueling trucks are not licensed to be operated on the California roadways, making it necessary for the supporting contractor to have existing and established fuel infrastructure on Moffett Field.� Based on the current lease agreement and the justification memorandum submitted, AvPORTS will be exclusively responsible for maintaining the jet fuel assets at Moffett Airfield for the next 50 years.� There are several challenges and constraints related to fuel procurement and operations at the ANGB (Air National Guard Base) at Moffett Field. Here�s a breakdown of the issues mentioned: Fuel Storage and Delivery: The ANGB lacks the facilities and tank storage to store jet fuel onsite. Consequently, they rely on refueling trucks owned by the Air Guard for fuel pickups 24/7. Truck Licensing Issue: The ANGB�s refueling trucks are not licensed to operate on California roadways. This necessitates that a supporting contractor must have existing fuel infrastructure on Moffett Field to facilitate fuel delivery. Contractual Arrangements: According to the current lease agreement, AvPORTS controls and maintains all jet fuel assets on Moffett Airfield for the next 50 years. Competitive Environment: There are no planned actions to address barriers that would create a more competitive procurement environment for fuel services at Moffett Airfield. Objectives: The objective of the contract is to ensure optimal support for the government customers' jet fuel needs.
