Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA�s decision to contract on a single source basis.� The following contractors provide air traffic control (ATC) services to operate 264 FAA Contract Towers: DTFAWA-15-C-00017�������� Midwest ATC Services DTFAWA-15-C-00018�������� Robinson Aviation, Inc. DTFAWA-15-C-00019�������� Midwest ATC Services DTFAWA-15-C-00020�������� Robinson Aviation, Inc. DTFAWA-15-C-00021�������� Serco Management Services, Inc. DTFAWA-15-C-00022�������� Serco Management Services, Inc. DTFAWA-15-C-00023�������� Midwest ATC Services FCT contractors employ air traffic controllers certified by the FAA. The controllers earn certification by passing a knowledge and practical exam and meeting experience requirements through on-the-job training. These requirements support mission critical and time-sensitive air traffic control services and ensure a safe and efficient FCT Program. All duties and terms of the statement of work in the present contracts will remain in effect, with mandatory annual Service Contract Act Department of Labor wage adjustments. Those duties and terms include but may not be limited to furnishing the labor, supervision, materials, required equipment, supplies, and services necessary to operate the FCTs. The FCT contracts provide ATC labor, supervision, materials, supplies, required equipment, and services necessary to operate FCTs. The services provided are as follows: 1) Air Traffic Control (ATC) Services 2) Facility Training Program 3) Quality Assurance Program 4) Accident/Incident Reporting 5) Drug Testing Program 6) Alcohol Misuse Prevention Program 7) Facility Security Management Program 8) Safety Management System (SMS) Program 9) Aviation Safety Action Program (ASAP). The current contracts end on June 30, 2024.� There is not sufficient time to evaluate and award new competitive contracts and transition from the current incumbents to potential new vendors before the expiration of the current contracts. Continuity of services are mandatory to sustain the safe operations of the National Airspace System (NAS) for the flying public in general. An extension to the present contracts allows for continuity of FCT operations by extending the existing FCT contracts for a six-month extension (July 1, 2024-December 31, 2024) plus six, one month option periods (January 1, 2025 through June 30, 2025) which may be exercised individually or concurrently. �The FAA anticipates award of the new FCT contracts late calendar year 2024. This announcement is for informational purposes only and is not a Solicitation/Request for Proposal. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with preparing a response to this announcement.�
