AMENDMENT 0002 UPDATE: Add questions and responses. 1. SF 330 Section F requires (10) projects unless otherwise specified by the agency. Should we follow this or does DOI have a minimum/maximum on number of projects to submit for Section F? USGS prefers 10 projects in Section F but would accept fewer than 10, if necessary. Do not submit more than 10 projects. 2. Is there a specific time frame limitation on relevant projects submitted for Section F? (i.e., must they be completed within the last 5 years, 7 years, etc.) USGS prefers and may assign heavier weight to Section F projects that have been completed within the last 5 years but there is no specific time limitation. 3. Past performance � How should we show our past performance on projects that are similar to this scope? Will PPQs or CPARS be required for projects submitted for Section F? 4. If PPQs or CPARS are required, will they count against 25-page limit? 5. If PPQs are required, please provide required form. CPARS may be submitted to show past performance on projects that are similar in size and scope to this requirement. CPARS documentation submitted will not count against the 25-page limit. There is no PPQ for this project. USGS may independently consult CPARS and/or past performance references in the evaluation of an offeror's past performance. 6. Can the SF 330 Section D organizational chart be presented on 11x17? If so, will this count as (1) or (2) pages? Yes; this would count as (1) page. 7. Does the DOI have any required key personnel roles that should be provided for Section E? If so, please provide those roles. Key personnel are those individuals your firm chooses to complete the contract to the government�s satisfaction. That being said, Key Personnel roles shall identify with those individuals who shall be responsible for the outcome of the project�s final product. They shall be able to act as a point of communication (POC), for the awarded firm, and make the necessary command decisions where required. Note: USGS prefers that key personnel NOT be sub-contractors. 8. Does DOI require specific certifications/registrations of key personnel? If so, please provide. Architects and Engineers shall be certified to work the State of which the project is being performed. 9. Will there be an extension on the due date depending on when RFI responses are released? USGS does not anticipate an extension of the qualifications due date. 10. Will the USGS allow a firm responding as the prime A/E to also be on other teams as a subcontractor? USGS will allow firms proposing as a prime to also be included as a subcontractor on another firm's proposal. 11. Will the prime A/E firm that is awarded the study be precluded from competing on the design and construction phase(s). The prime A/E firm that is awarded the study WILL NOT be precluded from competing on the design and construction phase(s). UPDATE: Add questions and responses. 1. The firm awarded this contract WILL NOT be excluded from competing for the design RFP. 2. Award/NTP are expected to be issued in FY24. The period of performance for this contract is 6 months after receipt of order. No other changes are made herein. The Department of the Interior, U.S. Geological Survey (USGS) has a requirement for Architectural-Engineering (A-E) services. The services provided shall include laboratory programming, planning and concept design, campus planning, construction scenario planning, cost estimating, and creation of a master plan for the USGS Eastern Ecological Science Center (EESC), Patuxent Research Refuge (PRR), Laurel, MD. EESC is a research center that conducts world-leading, interdisciplinary research on a wide range of aquatic and terrestrial species and habitats. With multiple field stations and three major research campuses in Maryland, Massachusetts, and West Virginia, EESC produces actionable science that its partners need to effectively conserve, manage, and restore our fish, wildlife, and ecosystems. The center conducts research in conservation of terrestrial wildlife and aquatic species, climate science, coastal wetlands, habitat, avian monitoring and management, decision science, quantitative methods, pollinators, wildlife disease, and ecotoxicology. The facility includes unique resources, including captive animal research colonies, extensive plant culture capabilities, a veterinary hospital, research pens and ponds, and a diving duck research facility. USGS intends to modernize the EESC through renovation or the construction of replacement facilities. The design/construction of the new facilities will include start-of-the-art laboratories that support USGS and the Center�s mission of research and surveillance of pollinators and assessing ecotoxicological impacts on wildlife.� The main approach for this A-E service requirement shall be to determine the most cost-effective and least disruptive option for modernization, including comparing renovation versus new construction, owned versus leased facilities, and options for relocation.�A minimum number of scenarios shall be conducted. A master plan shall also be completed; it shall identify the major space needs and costs. The plan shall include a comprehensive update of these costs based upon the space program and any phasing scenarios.�It shall describe the overarching concept for modernization of the EESC at PRR using an approach that includes the required space needs and space connectivity.�The plan shall also describe the most feasible and logical order for construction based on potential funding streams, mission priorities, potential conditions of the sites, and land use.�Plans for continuity of operations shall be considered as part of this study.�The A-E shall consider cost-effective options for renovation and/or repurposing current sites to maximize space usage at the purposed PRR locations. The study shall consider total project costs and propose timelines for design through occupancy of each project stage.� The anticipated period of performance for the A-E services is 6 months. This notice is an invitation for all eligible A-E firms who have the qualifications required to perform the work to submit a completed SF 330. The associated solicitation number is 140G0124R0020. This requirement is set aside for small business. The applicable North American Industry Classification System (NAICS) code is 541310. The associated small business size standard is $12.5M. There is not an incumbent contractor. USGS intends to award a firm fixed price contract for this requirement. All A-E firms responding to this announcement shall submit a completed SF 330. All contractors doing business with the Government are required to be registered in the System for Award Management (SAM). For additional information, or to register with SAM, access http://www.sam.gov. All A-E firms responding to this announcement will be evaluated on the following criteria: 1. Specialized experience and technical competence in facility programming, planning and design of laboratories, animal research facilities, research laboratories and office space, along with significant experience with Federal Government contract planning and construction projects.� 2. Professional qualifications necessary for satisfactory performance of the required services. Education, training, professional registration, certifications, overall and relevant experience, and longevity with the firm of key management and technical personnel. See experience criteria in Item 1. 3. Capacity to accomplish the project in the required time. 4. Past performance on projects that are similar in size and scope to this requirement. 5. Geographic location and facilities of the working office(s) which would provide the A-E services and familiarity with the laboratory location. Limit submission to no more than 25 pages. This page limit applies to any cover letter and SF 330 Part I (front and back pages). This page limit does not apply to SF 330 Part II. The Government will not maintain a bidders list for this request for qualifications. Only electronic (kmurray@usgs.gov) responses will be accepted.
