- This Request for Information (RFI) is being issued to identify potential sources to replace the UPS system for Building 39 at Jefferson Barracks Air National Guard Station. This notice is for planning purposes only, no quotes/offers are being requested, and there is no solicitation package currently available. All interested parties should respond, and the Government may conduct one-on-one communications with vendors to gather additional market research information related to this notice. The Government will not pay for any information gathered because of this notice. The current system is inoperable and in need of replacement. The objectives of this project will be to ensure continuous power supply for the building�s data center IT equipment during power disruptions. The Government is also interested in including a service plan as part of this acquisition to conduct annual system testing, battery inspections, and checking for any available firmware updates at a minimum. Draft Scope of Work: The contractor shall remove the existing inoperable UPS system in the Northeast corner of building 39. The contractor shall advise prior to the start of work if facility power will need to be turned off. This is to ensure adequate mobile generators are made available and are put in place to provide power to critical infrastructure during the duration of the project. The contractor shall install a new TAA compliant facility UPS compatible with 3-phase power. The new facility UPS shall be rated for 10kVA on a full load and upgradeable to 15kVA.� The new UPS shall be equipped with the required number of batteries to provide 30 minutes of runtime on a full load. The new system and batteries shall include a warranty. A qualified electrician shall be engaged to wire the new UPS electrical feed directly off the main electrical panel and wire the two electrical sub-panels associated with the network racks to the UPS electrical return to ensure both sub-panels are fully protected and backed-up by the UPS. This process will ensure all telecommunications datacenter equipment is connected to the UPS panels. Electrical wiring/circuits shall be labeled, and documentation of wiring changes shall be provided. The contractor shall ensure proper grounding, wiring, and integration with the existing electrical infrastructure and shall conduct a post-installation transfer test to certify the systems functionality. A certification letter shall be provided upon completion of the project that includes all transfer test readings in writing. Routine maintenance is a vital aspect of the project to ensure the longevity and reliability of the UPS system. The contractor shall include a service plan that, at a minimum, includes conducting an annual UPS transfer test, battery inspections, as well as checking for any available firmware updates. The contractor shall provide an annual report listing maintenance recommendations, recommended battery/component replacements, and missing firmware updates at a minimum. Regular maintenance will enhance the data center's resilience and minimize the impact of power interruptions, thereby ensuring continuous and reliable operation of the data center equipment. The goals of this RFI are to identify qualified vendors that can furnish and install a UPS system meeting the requirements above, and to learn about customary commercial practices for post-install support such as service plans/warranty terms that can provide a turn-key solution for the end user. If your firm provides UPS systems, please respond to this notice with a copy of your capabilities statement (or link if available online) and any feedback/questions you�d need clarified on the draft scope of work in order to submit a quote/offer in response to a solicitation once available.
