- QUESTIONS REGARDING SOLICITATION 36C25024Q0617 Will a Site Visit be provided? Answer: A site visit will be scheduled for Monday June 24th, 2024, at 11 am. Please gather at the Atrium Level by the front door at the Cleveland VA Medical Center Wade Park Campus (10701 East Blvd, Cleveland, Ohio 44106) Is there a Budget amount for this project? Answer: The pricing to complete this requirement will be determined by the contracting submitting a quote for evaluate. Is there a Technical Write Up required with the proposal submission? Answer: This requirement Authority for this solicitation is FAR Part 13 (Simplified Acquisition Procedures). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements. The following factors shall be used to evaluate conforming quotes: (1) Lowest Price Technically Acceptable To be technically acceptable the quote must show: Contractor must provide a critical fall protection detail plan associated with this project which will need to be incorporated into the existing VA Cleveland Safety database. The plan must include existing safety protocols for Lockout/Tagout, Permit-Required Confined Space Entry and associated Job Hazard Analysis (JHA) and/or Safe Operating Procedure (SOP.) The project must be reviewed by a CSP (Certified Safety Professional) from the contractor. Contractor must be able to use the required VA Cleveland Safety database Microsoft Access. Contractor must provide training to select VA employees that will be interacting and/or modifying procedures using the VA Cleveland Safety Database. Is solicitation 36C25024Q0617 a SDVOSB Set-Aside: Answer: Yes, it is a Service-Disabled Veteran Owned Small Business Set-Aside Will there by roof plans or drawings available? Answer: Another amendment (0003) will have the attached roof plans Per amendment 36C25024Q0617-0002 Section 3.B states that offers are required to submit a CRITICAL FALL PROTECTION PLAN prior to contract award. Are contractors required to incur the administrative costs of providing a job specific critical safety plan prior to contract award? In our contracting experience this should be a required submittal prior to the issuance of the NTP (Notice To Proceed). Answer: In order to be technically acceptable for this requirement, by submitting a quote, a contractor is stating they are able to provide and meet all the requirements that are stated in the solicitation. The Critical Fall Protection Plan should be submitted prior to the issuance of the NTP.
