Description
IMPORTANT INFORMATION: This market survey is for information and planning purposes and may be used in award of a contract. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice is not to be construed as a commitment by the Government for any purpose other than market research.� REQUIREMENT: The U.S. Army Contracting Command- New Jersey (ACC-NJ), on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS) both located at Picatinny Arsenal, New Jersey, is conducting a market survey to identify potential sources capable of providing the following items: Bare, Solid, Silicon Deoxidized Copper Base Alloy Electrode and Brass Wire for Ammunition Components. Bare, Solid, Silicon Deoxidized Copper Base Alloy Electrode and Brass Wire are used in conjunction with inert-gas metal-arc (consumable electrode) welding to produce rotating bands on various artillery munitions. MIL-E-45829 is the governing specification for both the Copper Electrode Alloy and the Brass Wire. However, the Brass Wire must also meet requirements defined in the Copper Development Associations (CDA) Standards Handbook and Spec ASTM B134/134M. Requirements for the production of Bare, Solid, Silicon Deoxidized Copper Base Alloy Electrode and Brass Wire: MIL-E-45829A Electrode, Welding, Copper, Silicon-Deoxidized Solid, Bare Copper Electrode Alloy 189, 2.38mm Diameter as specified in MIL-E-45829 (Except that the zinc content shall not be greater than 0.05% and that the Phosphorous content shall not be greater than 0.05%). ASTM B134/B134M Standard Specification for Brass Wire Copper Development Associations (CDA) Standards Handbook Brass Wire 2.38mm Diameter, eighth to half hard, in accordance with alloy 234 as defined for physical and chemical requirements by the Copper Development Associations (CDA) Standards Handbook and Spec ASTM B134/134M. All requirements except chemical composition (Table I) and mechanical properties (Table II) of MIL-E-45829 shall also apply to the Brass Wire Alloys. All interested sources must be registered in the System for Award Management (SAM) to provide a response. To be considered as a capable source for this effort, all interested parties must submit the requested information as follows: Company's contact information including organizations name, address, point of contact, telephone number, email address, CAGE code, DUNS number, Tax ID number, and business size information; Provide evidence of capabilities to produce Copper Electrode Alloy and Brass Wire in accordance with the above requirements, including anticipated monthly production rate of 85 tons for Copper Electrode Alloy and 130 tons for Brass Wire; Provide Rough Order Magnitude (ROM) cost and schedule to increase or develop capacity to produce Copper Electrode Alloy and Brass Wire in accordance with the above requirements at a rate of 85 tons for Copper Electrode Alloy and 130 tons for Brass Wire per month respectively; Minimum supportable order quantity (monthly or by weight) of Copper Electrode and Brass Wire material in production; Description of experience producing Copper Electrode Alloy and Brass wire, or alloys similar to those defined above within the past 3 years; Description of the processes to be used to produce Copper Electrode Alloy and Brass Wire material in accordance with the above requirements. Description of facilities, personnel, equipment, and environmental compliance as it relates to the above technical services; Provide evidence of Quality Assurance and Reliability programs to support these technical services. Responses shall not exceed 15 pages in length and should provide sufficient detail for the U.S. Government to make a reasonable assessment regarding your company�s capability to produce this item at the required rate. NO CLASSIFIED information shall be submitted. Please identify any proprietary information submitted.� All information provided will not be returned and will be held in confidential status. Capability Statements shall be emailed to the Contract Specialist in this notification no later than 15 days after the posting.� All inquiries shall be made via email ONLY, telephone inquiries will not be accepted.
