Notice of Intent for Single Source Award Presolicitation Notice Page 3 of 3 Notice of Intent for Single Source Award Page 1 of 3 THIS IS A NOTICE OF INTENT FOR SINGLE SOURCE AWARD AND NOT A REQUEST FOR QUOTATION. The Department of Veterans Affairs, James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL 33612, intends to negotiate on a single source basis with Mouse Specifics, Inc., pursuant to 41 U.S.C.253(c)(l)-Only one responsible source and no other supplies or service will satisfy agency requirements. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This procurement is for a DigiGait Imaging System manufactured by Mouse Specifics, Inc. The following are required for the procurement of this requirement: DigiGait Imaging System (1 Each) Rat Bundle (1 Each) Neonatal Bundle (1 Each) DigiGait Imaging Software (1 Each) The Mouse Specifics DigiGait Imaging System is a patented gait analysis treadmill system for mice. Market research revealed the DigiGait Imaging System is the only treadmill gait analysis instrumentation available on the market for recording and analyzing gait dynamics in mice and rats with the same piece of instrumentation, in the forward and reverse directions, walking up inclines or down declines (0-20 degrees), at a range of walking speeds (0.1cm/s to 99.9 cm/s), with high spatial resolution and temporal resolution (<8 ms/image). The DigiGait System is the only system that accounts for differences in animal walking speed. The speed range of other Rodent Gait Systems on the market only have half the speed capability afforded by the DigiGait System. DigiGait captures and stores images at faster than 150 frames per second vs. 100 frames per second provided by other vendors. This temporal sensitivity is important for detecting subtle abnormalities. As in humans, animals may not show symptoms of a problem until it is challenged to go up an incline or down a decline. DigiGait s patented VPI Technology images the ventral view of animals as they walk on a motorized transparent treadmill belt. VPI Technology automatically computes the area of the advancing and retreating paws to quantify the spatial and temporal indices of gait. When the motor speed is set to zero, the animals are free to voluntarily traverse the walking corridor, from which images are captured and results are generated. The method and system have now been described in over sixty research publications. Mouse Specifics, Inc holds a patent on the device & methodology for ventral plane videography in the United States entitled Method and Apparatus for Monitoring Locomotion Kinetics in Ambulating Animals, US Patent 6,899,686. The DigiGait Imaging System will be used for research and study of the following medical conditions: Arthritis, Neurodegeneration, Neuropathy, Pain, Parkinson s Disease, Spinal Cord Injury, Huntington s Disease, Aging, Lysosomal Storage Disease, Drug Toxicity, and Amyotrophic Lateral Sclerosis (ALS). If interested, please respond to this Notice of Intent for Single Source Award by submitting written capabilities and specifications to the Contract Specialist at the email address stated above. All responses received within three (3) calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government to restrict competition of the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will typically be considered for the purpose of determining whether to solicit this requirement competitively. If no affirmative responses are received within three (3) calendar days of this notice to determine whether a qualified source is advantageous to the Government then a contract is intended to be awarded to Mouse Specifics, Inc. The NAICS Code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) and corresponding Business Standard is 1,250 Employees. FAR Part 13, Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Products will be utilized for this procurement and is not expected to exceed the Simplified Acquisition threshold of $250,000.00.
