- SEE AMENDMENTS 0001 AND 0002 OF SYNOPSIS! VENDORS MUST LOG INTO PIEE TO VIEW ATTACHED SYNOPSIS FOR FULL DESCRIPTION: This contract is being procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented in FAR Subpart 36.6 and EP 715-1-7 Architect-Engineer Contracting in USACE. This acquisition will be used to procure highly specialized Environmental A-E Services required to primarily support the environmental missions for existing and future customers of the U.S. Army Corps of Engineers (USACE) Mississippi Valley Division (MVD) and other USACE District and Division AORs throughout the Contiguous U.S., Alaska, Hawaii, and outlying areas as defined by FAR Part 2.101. The acquisition will also facilitate support of potential mission needs of other Districts. The Government anticipates awarding a $49.5M Unrestricted Indefinite Delivery Contract (IDC) Multiple Award Task Order Contract (MATOC) with a targeted MATOC pool of (3) contractors. One award will be reserved for Small Business. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. The Government intends to negotiate and award a target of up to three (3) indefinite delivery contracts (IDCs), however will only enter into negotiations with the firms considered most highly qualified. The contract will be a five (5) year IDIQ with Ordering Periods from Time of Award and an Optional 6 Month Ordering Period extension. Work under a MATOC will be subject to satisfactory negotiation of individual task orders, with the total IDC value estimated to be $49.5M over the five-year life of the contract.
