- NOTICE ID:� 145022-24-0028 The National Oceanic and Atmospheric Administration�s (NOAA) Air Resources Laboratory (ARL), Special Operations Research Division (SORD), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Project Enhancement Corporation located in Germantown, Maryland for non-personal support services to be performed in conjunction with SORD in Las Vegas, Nevada.� The sole source determination is based on NOAA�s requirement that Project Enhancement Corporation is the only vendor that can perform these� services to be performed in conjunction with SORD in Las Vegas, Nevada.� The NOAA ARL/SORD was a founding member of and has provided the leadership for the Department of Energy (DOE) Meteorological Coordinating Subcommittee (DMSC, formerly the DOE Meteorological Coordinating Council, DMCC) beginning in 1994.� The DMSC mission is to assist in the coordination of the operational meteorological programs at all DOE/National Nuclear Security Administration (NNSA) sites and encourage meteorological research to enhance these programs. In its coordinating function, DMSC encourages DOE/NNSA meteorological program managers and staff to share best practices and advances in the science to avoid duplication of effort. Period of Performance: July 3, 2024 to July 2, 2025 with two option years subject to availability of funding and programmatic requirements. A purchase order will be issued in accordance with the simplified acquisition procedures authorized in FAR Part 13.� This action is a total small business set aside.� The associated FSC for this is R497, and the associated NAICS Code is 541715.� This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All communications are required to be received in the contracting office no later than 7:00 am, EST, on Tuesday, July 2, 2024.� Reference Request for Quotation (RFQ) Number 145022-24-0028 in your communication.� All communications must be submitted via electronic means (e-mail) to Barbara.Shifflett@noaa.gov.� The anticipated award date is on or around July 2, 2024� Questions pertaining to this special notice must be submitted in writing to Barbara Shifflett, Contracting Officer, (Barbara.Shifflett@noaa.gov).
