THIS IS A PRE-SOLICITATION NOTICE. Date: June 24, 2024. Contracting Office Address: Department of Veterans Affairs Network Contracting Office 2 James J. Peters VA Medical Center 130 West Kingsbridge Road Bronx NY 10468-3904. Place of Performance: VA Hudson Valley Health Care System (VAHVHCS) Castle Point VAMC 41 Castle Point Rd, Wappingers Falls, NY 12590 Montrose Campus 2094 Albany Post Rd, Montrose, NY 10548 Classification Code: This procurement is classified as H999. Important: This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- Synopsis of Proposed Contract Actions in preparation for release of the Request for Quote (RFQ) at a later date. Description: The RFQ is planned to be issued in June 2024. The Proposal due date is tentatively planned for October 01, 2024. The North American Industry Code Standard (NAICS) is 541350 - Building Inspection Services, and the annual size standard is $11.5 Million. The planned procurement method is 100% Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside, Request for Quote (RFQ). The solicitation utilizes source selection procedure using best value, which requires Quoters to submit a non-price proposal that includes past performance, experience information, and a price proposal for evaluation by the Government. The resulting contract is planned to be a Firm-Fixed Price (FFP) Contract. The contract terms will be a base period with the provision for four 12-month options. The contractor shall provide supervision, labor, any necessary tools, material, and all incidentals to conduct on-site survey evaluation at the VA HVHCS. On-site survey evaluation will include a review of the existing equipment for safety code compliance, firefighters service, ADAAG requirements, recommended upgrades, enhancements and /or modernization. Contractor shall provide an ASME QEI certified inspector. The procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose proposal, conforming to the RFQ, will be most advantageous to the Government resulting in the best value, price and non-price factors, comparative analysis may be utilized for the source selection process. Quoters are advised award may be made without discussions. Therefore, the Quoters should submit proposals which contain their best terms. Set-Aside Status: The proposed contract is 100% Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Prospective Quoters must be certified in SBA Veteran Small Business Certification (VetCert), Veteran Small Business Certification (sba.gov) to participate in this solicitation. Additional Details: THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. Quoters can view and/or download the RFQ and attachments at SAM.gov | Contract Opportunities when the RFQ is posted. Interested parties can register under the Interested Vendors List at sam.gov. This will be the only method of amendment distribution; therefore, it is the OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION.
