- THIS IS A DRAFT REQUEST FOR PROPOSAL (RFP) ONLY.� This DRAFT RFP is issued solely for information and planning purposes.� It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This draft request for proposal does not commit the Government to contract for any supply or service.� Further, the DHA is not seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Draft RFP; all costs associated with responding to this Draft RFP will be solely at the interested party�s expense.� Not responding to this Draft RFP does not preclude participation in any future RFP, if any is issued.� It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.� The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on SAM.gov. �In no instance shall responses to this notice be considered either a response to a solicitation or a submission of an unsolicited proposal, as defined by FAR 2.101. TITLE:� Strategic Advisor Support (SAS) Services INTRODUCTION:��The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high-quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS. DESCRIPTION OF NEED: This is a non-personal service requirement to provide strategic advisory support services for the Defense Health Agency (DHA). The contractor is to provide full time equivalent (FTE) positions in the labor categories of contract analyst support, procurement technician support, price/cost analyst support, program management/analyst support, acquisition planning support, systems engineering program management support, computer analyst support, business operations support, and clerical and administrative support. The Government is contemplating a Firm Fixed Price, Single Award, �C� type contract. INFORMATION SOUGHT BY THE DHA: The DHA Enterprise Medical Services � Contracting Division seeks to continue to obtain strategic advisory support services for the following locations: �Falls Church, VA and San Antonio, TX.�������������� The Government is seeking feedback on the following topic: Performance Work Statement CLIN Structure/Pricing Matrix Instructions to Offerors Evaluation Criteria Terms and Conditions OCI Mitigation Plan QUESTIONS TO INDUSTRY 1. Does the PWS adequately state what is required?� If not, provide recommendations. 2. Does the proposed CLIN Structure provide clarity on requirements and payment? 3. Are Instructions to Offerors and Evaluation Criteria clearly stated? 4. Any additional comments regarding the Draft RFP that may help clarify and develop this requirement. INSTRUCTIONS FOR SUBMISSION OF RESPONSE Comments and responses to the Government�s questions, shall be provided on the attached feedback form titled SAS Draft RFP Feedback form. Interested participants are required to follow the instructions provided in Tab1 of the SAS Draft RFP Feedback form.� The Government does not intend to respond to industry questions about the PWS.� All responses will be reviewed and assessed by DHA staff. Responses will be maintained by the DHA as a source of market research information and published on an internal SharePoint site. Any response submitted for this Draft RFP constitutes consent for that submission to be reviewed by military personnel and Government civilians. No information will be disclosed outside the Government. Submissions to this Draft RFP are deemed to be DHA property which shall not be returned to sender. Do not�include proprietary, classified, confidential, or sensitive information in your response. Industry responses will be shared with Government staff for the purpose of market research. The Government reserves the right to use any information provided in any resultant solicitation(s).
